We encourage you to participate in the rulemaking process. One way to participate is to submit comments to the public docket on notices and proposed rules published in the Federal Register. A docket is an official public
record containing copies of public comments on proposed rules, and related
information. We use information to help us make regulatory decisions. The
public can review and copy any information in the docket. Most Coast Guard
dockets are maintained by the Department of Transportation's Federal Docket
Management System (FDMS).
Each regulatory project is assigned a docket number (e.g.,
[USCG-1999-0000]). Each project-specific docket contains copies of every
document published for that project. For example, a docket may include a
notice of proposed rulemaking, public comments, a notice of public meeting
or hearing, a regulatory assessment, supporting studies and other public
information.
The Coast Guard provides
information about submitting comments in the preamble of each document
published in the Federal Register. You can get information under the
following captions to help you submit comments:
DATES. What is the closing date is for the comment period or
when your comments must reach the Coast Guard.
ADDRESSES. Where to submit or deliver your comments.
REQUEST FOR COMMENTS. How to submit comments with detailed, specific
instructions.
