Since its inception, this partnership has brought the U.S. Coast Guard and the tugboat, towboat, and barge industry together in a cooperative effort to improve marine safety and environmental protection. Sound analysis, open dialogue, and non-regulatory solutions are the hallmarks of the partnership, the first of its kind between the U.S. Coast Guard and any segment of the U.S. Maritime Industry.
Since 1995, more than 200 U.S. Coast Guard and AWO member volunteers have participated in some two dozen Quality Actions Teams at the national and regional levels, tackling such critical safety issues as crew fatalities, tank barge spills, and safe operations during dangerous water conditions.
The safety partnership's achievements have received recognition from the Vice President's National Partnership for Reinventing Government, which presented the U.S. Coast Guard and AWO with the "Hammer Award" for excellence in public-private partnership. It was awarded for the partnership's S.A.F.E. Decks campaign, a cooperative effort to reduce crew fatalities, highlighted in its publication "Business-like Government: Lessons learned from America's Companies." The S.A.F.E. Decks program also earned recognition from the American Society of Association Executives as one of 50 nationwide winners of its "Award of Excellence" for outstanding association contributions to American society. The PVA represents owners and operators of sightseeing and excursion vessels, dining vessels, car and passenger ferries, overnight cruise ships, and private charter vessels. The ICCL partnership works to promote safety and environmental protection while strengthening communications and the working relationship between the international passenger vessel industry and the U.S. Coast Guard.
This partnership is not intended to undermine the authority of the foreign-flag or international conventions which govern safe operations, nor is it intended to supplant the role of the U.S. Port State Control program.
