US Coast Guard Yard
Robert Hayden has been the Financial Officer of the Coast Guard Yard since 2004. He is responsible for the financial operations of the Yard and the fiscal health of the Yard Fund that is a working capital fund with annual revenue of $92 million. As the Department Head for the Yard’s Financial Operations Department, he leads a team of 17 financial and accounting professionals as well as the Yard’s IT Systems Manager.
Mr. Hayden came to the Yard from the Transportation Security Administration (TSA) where he was the Special Assistant to TSA’s Chief Support Services Officer. In this role, he helped coordinate the mission performance of TSA’s Assistant Administrators for Finance, Human Resources, Information Systems, Training, Research and Development, and Internal Investigations. Mr. Hayden arrived at TSA during the roll-out of federal security screeners to the nations’ airports after the 9/11 terrorist attacks and was a participant in the formation of critical support infrastructure systems in the fledgling organization.
Prior to his position at TSA, Mr. Hayden worked in the Office of Financial Systems at Coast Guard Headquarters where he was a program/financial analyst preparing the annual Coast Guard financial statements and the external Chief Financial Officer Act audits of those statements. Before that, Mr. Hayden worked for Tyco Telecommunications’ Fleet Operations Center in Baltimore, MD, where he was the Financial and Contract Manager for the business unit that managed Tyco’s global fleet of cable ships that installed and maintained undersea fiber optic cable around the world.
Mr. Hayden is a retired Coast Guard Officer, having served financial management tours as the Chief of Financial Management for Coast Guard Human Resources and as the Comptroller of the former Coast Guard Supply Center Brooklyn, NY and Supply Center Baltimore, MD. He also served in the Coast Guard’s Officer Personnel Management Division as Chief of the Officer Evaluations Branch and completed three afloat tours that included command of Coast Guard Cutter BRISTOL BAY, a Great Lakes icebreaker stationed in Detroit, MI.
Mr. Hayden earned his Bachelor of Science Degree from the U. S. Coast Guard Academy in 1978 and his Master of Science in Financial Management from the U. S. Naval Postgraduate School in Monterey, CA in 1989. He has held professional certifications as a Certified Government Financial Manager (CGFM) and Certified Purchasing Manager (C.P.M.).
