The United States Coast Guard (USCG) Office of Environmental Management (CG-47) is responsible for developing environmental policy and oversight of Coast Guard compliance activities. CG-47 reports to the the Coast Guard Assistant Commandant of Engineering and Logistics (CG-4), within the Deputy Commandant for Mission Support (DCMS). CG-47 objectives are to establish through policy and oversight, programs that are coordinated, consistent, effective, and efficient at local and national levels. CG-47 establishes environmental policy for USCG operations (DCO) and (DCMS). CG-47 operates three functional divisions:
• Environmental Planning – Compliance with the Environmental Justice Executive Order, National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA); and all related laws, regulations, and executive orders (EO).
• Environmental Liability and Restoration – Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Chief Financial Officer’s Act and all related laws, regulations, and EO.
• Environmental Compliance and Sustainability – Resource Conservation and Recovery Act (RCRA); Clean Water Act (CWA); Clean Air Act (CAA): and all related laws, regulations, and EO.
