The Director of the Auxiliary is the direct representative of the Commandant of the United States Coast Guard to the United States Coast Guard Auxiliary. (Title 14, USC Chapt. 23)


The United States Coast Guard Auxiliary is the uniformed volunteer component of Team Coast Guard. Founded in 1939 by an Act of Congress as the US Coast Guard Reserves and re-designated the Auxiliary in 1941. The 30,000+ volunteer members (men and women) donate millions of hours in support of Coast Guard missions.

  UPDATED ODU

UPDATED ODU AVAILABILITY AT THE COAST GUARD UNIFORM DISTRIBUTION CENTER (UDC)

1. ALAUX 027/11 of December 14, 2011 announced the surplus inventory of many Operational Dress Uniform (ODU) sizes at the Coast Guard Uniform Distribution Center (UDC) in Woodbine, NJ. This ALAUX updates the availability of ODU top and pant sizes at UDC.

2. As highlighted in yellow on the accompanying chart, a few sizes are no longer available while others have now become available. All available ODUs may be ordered in multiple sets.

3. In order to manage and meet Coast Guard active duty demands, the UDC must reserve the right to adjust uniform availabilities as needed. It therefore highly recommends that Auxiliarists speak to a UDC customer service representative for updates on available sizes and place all their orders by phone. Subject: Shipmates 19: Respect Our Shipmates - Duty Demands Courage

Shipmates,

When I assumed duties as Commandant, I told you that Respecting Our Shipmates is one of my four guiding principles. I provided my direction on maintaining positive command climates to achieve mission excellence and set forth my expectations for the Coast Guard. I am proud that nearly all Coast Guardsmen live the Core Values of Honor, Respect and Devotion to Duty. However, some personnel fail to adhere to this foundational standard of conduct.

Sexual assault, hazing, harassment and discrimination undermine morale, degrade readiness and damage mission performance. These and similar acts of misconduct break our obligation to one another. Each incident of sexual assault, hazing, harassment or discrimination is a deliberate act that violates law, policy and Service standards.

We will not tolerate this behavior in the Coast Guard. We will intervene to prevent or halt these acts when they are occurring. We will investigate and discipline those who have violated law and Service policy. We will insist that all of our shipmates live by our Core Values.

In most cases, another person observes or is aware of the misconduct. Let me be clear: there are no bystanders in the Coast Guard. Our duty to respect our shipmates demands each of us have the courage to take immediate action to prevent or stop these incidents from happening, whether at work or on liberty. If you become aware of an actual or suspected incident of sexual assault, hazing, harassment or discrimination, or other misconduct, your duty as a Coast Guardsman is to intervene, prevent or halt it, and report it. Failure to help a shipmate in those circumstances demonstrates a lack of courage that is contrary to our Core Values. I expect every Coast Guardsman will display the same courage in those circumstances as they would in rescuing someone in peril at sea.

America must have confidence that Coast Guard men and women understand their duty and are committed to our Service. I have confidence in the ability of every Coast Guard leader to independently and deliberately inquire into all allegations and take action that is considered and appropriate.

As Coast Guardsmen, we live by high standards of conduct and continuous devotion to duty. These are more than just words. Living by these standards and performing our duty requires personal commitment and courage. This is our duty. Our shipmates deserve nothing less.

Commanding Officers and Officers in Charge shall read this message at the next quarters or appropriate muster to ensure my expectations and intent are clear.

Stand a taut watch.

  FLOTILLA STANDING RULES

1. Recent standardized standing rule changes have highlighted the need for clarification and flexibility in their processing at the flotilla level. The following changes to respective sub-sections of Chapter 4, Section H of the Auxiliary Manual, COMDTINST M16790.1G, are therefore effective immediately and will be included in the next change to the manual (changed text is capitalized below for ease of identification):

Section 4.H. Standing Rules

Introduction

Standardized standing rules are required for all Auxiliary units. All Auxiliary unit standing rules have been standardized, developed, and approved by the National Board. AT THE NATIONAL, DISTRICT, AND DIVISION LEVELS, all standardized standing rules, with options selected, must be affirmed by two-thirds majority vote of the Auxiliary unit governing body. The unit governing body at the national level is the National Board; at the district level it is the District Board; and at the division level it is the Division Board. WHILE THE UNIT GOVERNING BODY AT THE FLOTILLA LEVEL IS ALL ELIGIBLE VOTING MEMBERS, BECAUSE IT MAY NOT BE PRACTICABLE TO HAVE TWO-THIRDS OF ALL ELIGIBLE VOTING MEMBERS PRESENT AT ONE MEETING, STANDARDIZED FLOTILLA STANDING RULES MUST BE AFFIRMED BY TWO-THIRDS OF THE VOTING MEMBERS PRESENT, PROVIDED PROPER NOTICE IS GIVEN, A QUORUM IS PRESENT, AND ONE OF THE VOTING MEMBERS IS THE FC, VFC, OR IPFC.

H.1. Appendices

Appendices to Auxiliary unit standing rules SHALL be adopted IN ACCORDANCE WITH THE AFFIRMATION PROVISIONS DEFINED ABOVE and SHALL BE effective upon signature of the senior Auxiliary unit elected leader. The appendices should include matters local in nature. These items may include dates, times and locations for meetings, amounts and due dates for collection of membership dues, information regarding local awards, number, title, and composition of committees not otherwise specified, etc.
