
Captain Milne assumed command of Training Center Yorktown on 23 April 2009, reporting from Washington DC where he served as Chief, Office of Leadership and Professional Development.
A native of Seattle, Washington Captain Milne is a 1975 graduate of Recruit Basic Training in Alameda, CA and a 1986 graduate of Officer Candidate School in Yorktown, VA. He has served on the Cutters FIR, MIDGETT, PT EVANS, and PAPAW and commanded the Cutters CAPE CORWIN, REDWOOD, and JUNIPER.
Captain Milne's assignments ashore include Executive Petty Officer, Coast Guard Station Umpqua River; Search and Rescue Coordinator, Second Coast Guard District where he served as a Chief Boatswain Mate; and Nautical Science Instructor at the Coast Guard Academy. His Washington DC assignments include Financial Analyst, Office of Financial Management; Surface Operations Assignment Officer, Coast Guard Personnel Command; Coast Guard Liaison, U. S. House of Representatives and; Chief, Office of Leadership and Professional Development.
He completed his Bachelor of Arts degree in Business Administration from Columbia College and later earned an M.B.A. from Rensselaer Polytechnic Institute. He also holds a Master of Arts degree in National Security and Strategic Studies awarded by the United States Naval War College in Newport, RI.
Personal awards include three Meritorious Service Medals, five Commendation Medals, the Department of Transportation 9/11 medal for his service in New York City, a permanent Cutterman's device, the Boat Forces Operations insignia and the distinguished Surfman insignia #145
Captain Milne is married to the former Martina F. Eckroth from Dickenson, North Dakota. They have two children, Mr. Dean Milne and Mrs. Lacey (Milne) Yoho, and eight grandchildren.
