This section provides the procedure for changing the percentage of your base pay, incentive (special) pay and bonuses you elect to contribute to the Thrift Savings Plan (TSP).
One change per plan type (basic pay, incentive pay, bonus, and special pay) per month can be submitted by the member via self-service. Subsequent changes in the month must be submitted to PPC for review and input.
Catch-up (those over 50 years old are eligible) elections and changes must be submitted to PPC for input. No self-service. Complete Tsp-U-1-C form and mail to PPC (MAS). Catch-Up contributions are dollar amounts. All other contributions are a percentage of the gross pay or bonus amount.

Per TSP regulations all contribution elections are entered
as a percentage of the base pay, special/incentive pay or bonus. You cannot
enter dollar amounts and must manually track your contributions to ensure
you do not exceed the IRS annual limit.
Here are some key points you should be aware of before you attempt to change your base pay,special/incentive pay or bonus Thrift Savings Plan (TSP) account information:
Roth
401(k) feature: The TSP will begin to offer a Roth 401(k) feature
in the second quarter of 2012. PPC (MAS) will begin processing contribution
requests for the Roth option beginning 07 May 2012, with deductions beginning
in June 2012. A Roth 401(k) feature in the TSP will combine all the benefits
of TSP retirement savings with the after-tax benefits of a Roth savings
plan. You will not get the benefits of tax-deferred savings (an upfront
tax deduction) on your Roth contributions as you do with your traditional
TSP contributions, but your Roth savings will grow tax-free. When you
withdraw your Roth contributions and associated earnings in retirement,
you will pay no Federal income taxes on them, as long as you are at least
age 59½ and have been making Roth contributions for a minimum of 5 years.
When the time draws near to implement the TSP Roth 401(k), the TSP will
make information available to help you decide whether Roth savings will
benefit you (as compared to tax-deferred savings). Direct-Access,
JUMPS, the payroll systems of other agencies and the TSP record keeping
and accounting systems will
all have to be significantly modified to accommodate the Roth feature.
The TSP expects to begin accepting contributions the second quarter of
2012. The TSP has a Fact Sheet available with more
information on the TSP-Roth option.
Beginning January 2006 (applies
to any changes input on or after 1 Dec 05), uniformed service members
may contribute up to 100% of their basic pay into the Thrift Savings Plan
(TSP). Before
this change, the limit was 10% of basic pay. Members who elect to contribute
from basic pay may also elect to contribute up to 100% of incentive pay,
special pay, and bonuses
Open seasons were be eliminated effective 1 July
2005. This
means that participants may file contribution elections with their agencies
or uniformed services at any time.
You may not start a new TSP
contribution, start a catch up contribution, or terminate a TSP contribution,
using self-service. If
you want to enroll or
disenroll from TSP, you need to complete Form TSP-U-1 and mail/fax it
to the Pay and Personnel Center (MAS-TSP). Form TSP-U-1 is available
on the TSP Web Site at http://www.tsp.gov/. Use
Tsp-U-1-C form for catch up contributions. See http://www.uscg.mil/ppc/tsp.asp or Chapter 8-C of
the Personnel and Pay Procedures Manual, PPCINST M1000.2(series), for
additional procedures.

You cannot make changes a second time in the same month if making changes using self-service if the effective date is the same. You must mail Form TSP-U-1 to the Personnel Service Center (MAS-TSP). You must fax or mail Form TSP-U-1 to the Personnel Service Center (MAS-TSP) if you need to make more than one change (per plan type) in the same month.

Your TSP election will stay in effect until you make another change.
Base pay for active duty is defined in 37 U.S.C. section 204; pay for Ready Reserves (e.g., inactive duty for training (IDT) pay) is defined in 37 U.S.C. section 206.
Catch-Up contributions are dollar amounts. All other contributions are a percentage of the gross pay or bonus amount.
You may contribute up to the limits specified below (but you may not exceed the Internal Revenue Code (IRC) annual limits).

Other IRC Limits Members age 50 and over:
Members age 50 and over, or who will reach age 50 on or prior to 31 December of the current tax year, are eligible to invest an additional $5,500 into TSP under the TSP catch-up program (Note: TSP catch-up contributions are not processed via DA Self-Service). Complete Tsp-U-1-C form and mail to PPC (MAS).

Members serving in a combat zone are subject to a special elective deferral limit of $50,000 (for 2012), or 100% of compensation, whichever is less. |

The IRS imposes a limit on the total amount of all contributions a participant can contribute for a year. This IRS section 415 limit applies to all contributions (i.e., tax-deferred and tax-exempt) made to a participant's TSP account. For 2012, the total amount a participant can contribute is $17,000 ($50,000 if serving in a combat zone) or 100% of compensation, whichever is the lesser amount. ELIGIBLE participants who expect to contribute larger amounts of special, incentive, or bonus pay need to pay particular attention to this limit.

If you contribute to the TSP from your basic pay, you may also contribute from 1 to 100 percent of any incentive or special pay (including bonus pay) you receive.
The amount you decide to contribute from each category of pay must be stated as a whole percent. The dollar amount of your contributions from your pay will be automatically adjusted with every change in your pay.
