CG Institute Executive Officer

LT Joseph Harvey

Executive OfficerLieutenant Harvey assumed the duties as the Executive Officer, Coast Guard Institute on 28Jul2015. Prior to this assignment, he served at the CG Academy for five years; two as the Chief Warrant Officer in charge of the Cadet/OCS Admin & SPO and three as the First Class and Third Class Cadet Summer Training Coordinator.

Lieutenant Harvey is originally from Toledo, OH and enlisted into the Coast Guard in Tampa, FL on 30Nov1993. After graduating basic training, having earned the peer-selected Best Shipmate award, then Seaman Harvey reported to the USCGC RUSH, Honolulu, HI, in February, 1994. In October, 1995, Seaman Harvey attended Yeoman “A” school in Petaluma, CA, served as the Class Leader and was the first to graduate in the self-paced class.

Petty Officer Harvey’s next assignments included over three years at District Seven Personnel Reporting Unit (persru), which became ISC Miami (persru) in May 1996, and ISC Boston (persru), where he served for six years and earned the EPOY award for that unit. He advanced to Chief Yeoman in June 2005 and then transferred to the Naval Justice School, Newport, RI.

On 1 August, 2006, Chief Harvey accepted an appointment to Chief Warrant Officer Two and transferred to the Coast Guard Institute, Oklahoma City, OK. CWO2 Harvey was the catylst and project manager for migrating the Coast Guard from an archaic paper-based tuition assistance application process to the Navy’s electronic application process now known as “WebTA”. This new method helped customers enjoy a more than 80% decrease in waiting time for their tuition assistance authorizations. In 2008, CWO2 Harvey attended the Chief Warrant Officer Professional Development course at the LDC, CG Academy and was peer-selected for the Distinguished Officer award.

In 2010, CWO2 Harvey transferred to the Coast Guard Academy in New London, CT to serve as the Chief of the Cadet/OCS Admin and Servicing Personnel Office (SPO), serving a Corps of Cadets of about 975+ Cadets, on average. On 01 May 2012, CWO3 Harvey accepted the privilege of being promoted to LT/O-3E by way of the CWO-LT program, having served just over 19 yrs active duty.

Lieutenant Harvey earned his Associate of Arts degree from the University of Phoenix in April 2000. He is currently pursuing a Bachelor of Science degree in Business Administration – General Management with Thomas Edison State College.

Lieutenant Harvey’s military decorations include three CG Commendation Medals, CG Achievement Medal, Navy/Marine Corps Achievement Medal, the Commandant’s Letter of Commendation ribbon and four Good Conduct Awards.
Lieutenant Harvey is happily married to the former Tracy Le Clair, of Saco, Maine. They are blessed with two amazing children, Kira and Joey, and reside on Tinker AFB, OK.
