SUBJ: ENLISTED RATING ADVANCEMENT TRAINING SYSTEM (ERATS) FY13 JANUARY UPDATE 1. This ALCOAST consolidates ERATS messaging to field units and members creating one stop shopping for ERATS information. Future ERATS updates, rating specific information, and Occupational Analysis
(OA) schedules will be published via message in January and July.
2. ERATS Policy and Procedure:
     A. Policy information.
       (1) Rating Performance Qualifications (RPQ) Standard. RPQ Standard is the document used for completing rating advancement requirements. RPQ Standard contains RPQ, user instructions, and advancement requirements.
       (2) RPQ Standards are located on the CG Learning Management System (LMS) in the Training and Education section.
       (3) Rating Advancement Test (RAT). The RAT replaces the End of Course Test for ratings transitioned to ERATS.
       (4) Rating Training Advisory Council (RTAC). Each RTAC is chaired by the FORCECOM Training Manager and includes a Program Representative, Rating Force Master Chief (RFMC), Rating Knowledge Manager, TRACEN Training Officer, and FORCECOM Chief Rating Knowledge Manager (CRKM). Each RTAC manages incremental changes to RPQ and rating training with FC-T approval.
     B. Training Management Tool (TMT).
       (1) Member acknowledgement of Rating Competency certification is no longer required.
       (2) Only ratings fully transitioned to ERATS shall record completion of RPQ in TMT.
     C. Education Services Officer (ESO).
       (1) ESOs shall validate RPQ completion by verifying signatures in Part VII, Record of Completion, in the RPQ Standard. ESOs are encouraged to contact the certifying RPQ Reviewer to ensure system integrity.
       (2) ESOs shall provide test takers with reference Compact Discs as outlined in RAT instructions.
       (3) The CRKM or RFMC may certify completion of RPQ for members who are in Advanced Education programs or non-CG units.
3. Rating Specific Notes.
     A. Aviation Ratings (AET, AMT, AST). ERATS transition complete, no changes.
     B. Boatswains Mate (BM). Members will receive an OA survey in Aug 2013 via email. Participation is highly encouraged.
     C. Damage Controlman (DC). The RPQ Standard is complete.
Implementation date will be published in the next ERATS Update.
     D. Electricians Mate (EM). The RPQ Standard is complete.
Implementation date will be published in the next ERATS Update.
     E. Electronics Technician (ET). Members will receive an OA survey in Oct 2013 via email. Participation is highly encouraged.
     F. Food Service Specialists (FS). The new RPQ Standard for all FS pay grades is available on the CG LMS. Implementation is as
follows:
       (1) Active Duty. To participate in Nov 2013 and May 2014 SWE, FSs must complete RPQ Standard 11/13 and RAT prior to 01Aug2013, or NLT 01Feb2014 for E-7 and above. RPQ Standard 07/12 and EOCT were cancelled 01Feb2013. Crosswalk or grandfathering of previous RPQ and EOCT is not authorized.
       (2) Reserve. To participate in Oct 2014 RSWE, FSs must complete RPQ Standard 11/13 and RAT prior to 01Jul2014.  RPQ Standard
07/12 and EOCT are cancelled 01Jul2013. Crosswalk or grandfathering of previous RPQ and EOCT is not authorized.
     G. Gunners Mate (GM). Members will receive an OA survey later this month via email. Participation is highly encouraged.
     H. Health Services Technician (HS). The RPQ Standard is nearly complete. Implementation date will be published in the next ERATS Update.
     I. Information System Technician (IT). The OA is underway. The Rating Review is tentatively scheduled to start 06May2013.
     J. Intelligence Specialist (IS). Members should expect ERATS integration in 2014.
     K. Investigator (IV). Members should expect ERATS integration in 2015.
     L. Machinery Technician (MK). OA is complete. The Rating Review is scheduled to start 25Feb2013.
     M. Marine Safety Technician (MST). Transition to ERATS complete.
     N. Maritime Enforcement Specialist (ME). The Rating Review was completed Sep 2012. The RPQ Standard is in development at the Maritime Law Enforcement Academy.
     O. Musician (MU). No change.
     P. Operations Specialist (OS). Transition to ERATS is complete.
For the May 2013 SWE only, OSCSs competing for OSCM are not required to have the rating competency code discussed in ALCOAST 046/12, paragraph 5, entered into TMT in order to qualify. Guidance for future SWEs will be published in the next ERATS Update.
     Q. Public Affairs Specialist (PA). The RPQ Standard is in the approval process. Implementation date will be published in the next ERATS Update.
     R. Storekeeper (SK). The new RPQ Standard for all SK pay grades is available on the CG LMS. Implementation is as follows:
       (1) Active Duty. To participate in Nov 2013 and MAY 2014 SWE, SKs must complete RPQ Standard 11/13 and RAT prior to 01Aug2013, or NLT 01Feb2014 for E-7 and above. RPQ Standard 07/12 and EOCT were cancelled 01 Feb 2013. Crosswalk or grandfathering of previous RPQ and EOCT is not authorized.
       (2) Reserve. To participate in Oct 2014 RSWE, SKs must complete RPQ Standard 11/13 and RAT prior to 01Jul2014.  RPQ Standard
07/12 and EOCT were cancelled 01Jul2013. Crosswalk or grandfathering of previous RPQ and EOCT is not authorized.
     S. Yeoman (YN). Members will receive an OA survey in Apr 2013 via email. Participation is highly encouraged.
4. Occupational Analysis (OA) Surveys.
     A. The OA survey captures/defines the current world of work for each rating. Data from the OA survey is used to update RPQ. RPQ drive development of resident/non-resident training and development of SWE.
     B. All personnel, active and reserve, in each rating will receive an email containing a link to an on-line survey per following
schedule:
       (1) GM - Feb 2013
       (2) YN - Apr 2013
       (3) BM - Aug 2013
       (4) ET - Oct 2013
