SEP 2008

    In June of 2008 new Enlisted Performance Qualifications (EPQs) were released.  These EPQs  (Rev 05/08) will be required for advancement competition starting with the MAY/OCT 2009 service wide exam cycles and are available via the CG Learning Portal Website.

    Although the new EPQs do not exactly align with the current HS1 and HS2 PQG rating course material, they are still relevant and required for advancement.  New HS PQG rating course material is in development and is expected to become available during FY-2009

MAY 2008

        With May upon us, I have 5 weeks left until my retirement. I wanted to take a few minutes to let you all know what an honor and priviledge it has been to be your Subject Matter Specialist. My goal since I have been here has been to provide you with the best possible tools necessary to perform the huge tasks you do every day. In the past 4 years we have seen the implementation of new HS Quals. They are about to change again, which only shows progress and hopefully, improvement in how we do business. The HS2 and HS1 Non-Resident Courses were created from scratch and now set the standard for our rate. With new things comes challenge. Although the two tests are open book, they are new and they have challenged many in the field. Remember, they are there to help you! The job aids themselves are great tools to be utilized in the workplace. While writing the HS2, it became apparent that we needed to find a way to keep our HS' qualified/certified as EMT's. The Emergency Interventions CD ROM that comes with the HS2 Course does just that. Hopefully, in the near future, you will see that CD become part of the EMT Recert Program. With the Quals changing, you will see changes to the Courses. These changes will keep you up to date on what is going on and what the vision is for our rate.

    As I leave the Coast Guard after almost 23 years, I hope to think I have left behind tools that will make it easier for you to continue doing the wonderful and challenging things we do as Health Services Technicians. I hope I made a positive impact on our rate and I hope it helps to keep you all safe out there. My sincere thanks to so many of you that have touched my life and made me a better person. As always, take care of your shipmates, take care of each other and take care of yourselves! Fair winds and following seas to all the "Docs" out there!

    The Job Aid is used at HS A School and is part of the current HS2 Course. If you order the HS2 Course, you will get the job aid in a spiral bound format already tabbed.

THERE HAS BEEN A REVISION TO PAGE 2 OF THE ENLISTED PERFORMANCE QUALS. YOU MUST NOW HAVE YOUR CHIEF OR DIVISION OFFICER SIGN IN THE REMARKS BLOCK OF THE QUALS. THIS IS TO CERTIFY THAT THEY HAVE VERIFIED YOUR COMPLETION OF THE PERFORMANCE QUALIFICATION GUIDE FROM YOUR COURSE AND THAT YOU HAVE COMPLETED YOUR QUALS. THIS BLOCK MUST BE SIGNED PRIOR TO YOU SITTING FOR YOUR NON-RESIDENT COURSE TEST (EOCT).

It has come to my attention that there may be some confusion regarding eligibility for EOCT and SWE. Please read the following which should have been sent out to all Clinic Administrators. If you have any questions, please don't hesitate to call me.

The HS1 Course is required for the November 2007 SWE competition. The HS2 Course is required for the May 2008 SWE competition. Please be advised that the cut off dates for completion of the courses AND enlisted performance quals are August 01 for November SWE and February 01 for the May SWE.

     The courses were written in the required Performance Qualification Guide (PQG) format. Other rates are familiar with this, but since we have not had courses in 11 years, it is new to us. I want to try to share what this format means for all of us:

     PQGs are training aids developed by the Coast Guard to provide instruction, guidance and structure to enlisted members striving to gain rating competency so they can advance to the next pay grade.  The PQGs provide structure and guidelines for assigned Professional Development Supervisors (PDSs) who are mentoring/coaching members who sign off demonstrated mastery of Enlisted Performance Qualifications (EPQs). These PDSs should be assigned to the member by the Clinic Administrator/Supervisor.

    If you are still wondering what or how the PQG is different from our previous Nonresident courses, here's how.  The PQG approach is focused on job performance and supervisory involvement. With the old nonresident course, the member wishing to advance would order the correspondence course needed for advancement and complete on his/her own time with little or no input from their supervisor. With the PQG approach, the member is assigned a PDS via Memo who will help them with the process and ensure they are obtaining sufficient practice in performing the EPQ AND that they fully understand the actions and decisions required by EPQ performance. The courses come with Monthly Tracking Sheets that allow the Clinic Administrator/Supervisor to monitor progress with course completion. The bottom line is that the PQG is much more interactive for both the member and PDS which allows for standardization for E-5 and E-6 professional development and advancement process.

PLEASE NOTE!!! A MEMBER IS NOT ELIGIBLE TO TAKE THE EOCT UNTIL THE PQG AND THE EPQ'S ARE SIGNED OFF BY THE PDS!!!

Although the YN verify the EPQ's are signed off prior to SWE competition, it is the responsibility of the Clinic Administrator/Supervisor to verify completion of the PQG AND EPQ prior to allowing the member to sit for their EOCT !

Members who take the EOCT without proper completion of the PQG (even if EPQ's are signed off previously) are technically NOT eligible to sit for SWE since they have not completed the course as prescribed. PLEASE ENSURE YOUR FOLKS ARE IN COMPLIANCE!!!

     In the HS2 Course, the Emergency Interventions portion of the lesson is covered in an interactive CD-Rom. This CD was made for the CG by Brady and includes skill sheets from both the CG EMT Course and the National Registry. If you download the courses from CG Central PLEASE NOTE!!! : You must still order the CD Rom from the Institute through your Educational Services Officer (ESO). It is NOT on CG Central because of the copywrite laws.

     The CD Rom requires your computer to have Apple QuickTime installed. Installment is included with the disc for your home computer, however in order to have QuickTime installed on your CG Workstation, the Clinic Administrator should request a waiver from your local ESU/ESD. This is accomplished by putting in a trouble ticket for an installation request for Apple QuickTime.

Another important note about the HS2 Course:   The Clinical Sickcall pamphlet has quiz scenarios included for you to talk over with your PDS and Physician (remember that a MO must sign off all Clinical Quals as per our MEDMAN). YOU NEED TO HAVE YOUR SUPERVISOR CONTACT ME FOR THE ANSWERS TO THESE SCENARIOS!! This was done in order for us to track who has courses out. We will be sending surveys about the course to you after 6 months time to see how you are doing with the course and to get some feedback.

I would HIGHLY ENCOURAGE ALL HS's to order BOTH courses to see what the new "standard" is for our paygrades of E-5 and E-6 . It will not only help the member, but will also help the supervisors with accountability, training and getting provider involvement in the professional development of our junior personnel.

APRIL 2007

PLEASE look at the HS Courses section of this webpage for important information about our new HS1 and HS2 Courses! The HS1 is required for the Nov 07 SWE and the HS2 is required for the May 08 SWE. Although these are open book tests, YOU NEED TO STUDY and you MUST have your PQG signed off as well as your EPQ's in order to sit for the EOCT. For more info on the PQG, again please read about it in the "HS Courses" section of this webpage!

 

JANUARY 2007

Happy New Year!  This will be an exciting year for HS's in the field.

The HS1 Course is out for you to use. It is required to be completed/passed for the November 2007 SWE.  It is an open book test, so read carefully! The HS2 Course is 96% completed and should be finished up by the end of the month. That means you should see it VERY SOON! It comes with an interactive CD-Rom for the Emergency Interventions portion of study. Also included is a Differential Diagnosis Job Aid. This has been developed to encompass what we do and what we are responsible for as HS's along the path of advancement.  I would highly encourage everyone to order these courses in order to understand what is expected/required, as well as helping with the development of training for your units.

   The new quals are out as well. For the MAY 07 SWE, either the 12/03 OR the 07/06 quals will be accepted. We are allowing folks time to get the new ones completed. The new 07/06 quals are required for the NOVEMBER 07 SWE. PLEASE NOTE THAT OUR MEDMAN STATES THAT ALL CLINICAL QUALS ARE TO BE SIGNED OFF BY A PROVIDER! Ensure you are engaging with your Docs to get them signed off!

    Once you have taken one of the new Courses, please let me know what you think. At the end of each course is a form that you can fill out and fax/mail to me. You can also e-mail me. Your input is valuable and I use it to update/correct material in the courses.
