An "IHL" or "institution of higher learning" (in general) is a state-approved institution offering postsecondary level academic instruction that leads to an associate or higher degree.
"Rate of pursuit" is the number of credits you’re taking divided by the number of credits considered full-time by your school (rounded to the nearest tenth).
Because there are so many variables which determine the benefits a person is entitled to under the new GI Bill, there are no general rules beyond the fact that there are three main benefits (a tuition and fees payment, a housing allowance, and a stipend for books and supplies). As a result, I think the best way to present the information is by using the categories Congress created in the January 2011 amendments (Public Law 111-377).
