Navy Department Certificate of Identification,

Captain Frederick C. Billard, USCG, dated 12 August 1918

The following is an ID certificate issued to Captain Frederick C. Billard (later Commandant) for travel to Europe during World War I.  Note the use of fingerprints as a form of identification, a relatively new form of ID at this time.
