AtkinsAs the Assistant Commandant for Capability (CG-7), Rear Admiral Atkins is responsible for identifying and providing service-wide capabilities, competencies, and capacity; and for developing standards for the staffing, training, equipping, sustaining, maintaining, and employing Coast Guard forces to meet mission requirements.  

Rear Admiral Atkins previously served as the Deputy Director of Response Policy where he oversaw the development of strategic doctrine and policy guidance the Coast Guard's statutory missions.  

Rear Admiral Atkins afloat assignments include Deck Watch Officer aboard USCGC MIDGETT, in San Francisco, CA; Supply Officer in USCGC HAMILTON, in Boston, MA; Executive Officer in USCGC DECISIVE and USCGC RESOLUTE, both homeported in St Petersburg, FL; and Commanding Officer in USCGC DURABLE, also in St Petersburg, FL.  

Ashore  and staff assignments have included Liaison Officer to the Trust Territories of the Pacific Islands, Saipan, Commonwealth of the Northern Mariana Islands; Operations Officer, Marianas Section, Guam; Liaison to the Organized Crime and Drug Enforcement Task Force (OCDETF), San Francisco, CA; Chief, Cutter Forces Atlantic Area, responsible for major cutter forces operating in the Atlantic, Caribbean and Operation Iraqi Freedom theaters; and Commanding Officer, Sector Honolulu, Honolulu HI.  Staff assignments at Coast Guard Headquarters include Assistant Project Officer in the Office of Logistics Management; Program Reviewer in the Office of Programs and Budget, and Executive Assistant to the Commandant.

Rear Admiral Atkins, originally from San Antonio, Texas, graduated with a Bachelor of Science in Government from the U.S. Coast Guard Academy in 1982.  He earned a Master of Science in Management from the U.S. Naval Postgraduate School in Monterey, CA; and a Master of Arts in National Security and Strategic Studies, with distinction, from the U.S. Naval War College in Newport, RI.

Rear Admiral Atkins’ personal awards include the Legion of Merit (two awards), the Meritorious Service Medal with Operational Distinguishing Device (five awards), the 9/11 Medal, the Coast Guard Commendation Medal with Operational Distinguishing Device (two awards), the Coast Guard Achievement Medal with Operational Distinguishing Device (two awards), the Commandant’s Letter of Commendation and various service and unit awards.
