Mr. Rodney Grandon

 Download PDF Download  Mr. Rodney Grandon Rod Grandon was appointed to the Senior Executive Service and became Chief of Procurement Law and Chief Trial Attorney for the Coast Guard on May 22, 2011.   In these capacities he advises Coast Guard leadership, acquisition professionals, and other stakeholders concerning all aspects of the acquisition process, including acquisition planning, source selection, and contract administration.  He also serves as the principal attorney responsible for representing the Coast Guard in bid protests before the Government Accountability Office, contract disputes before the Civilian Board of Contract Appeals, and contract litigation involving the Coast Guard before the U.S. Court of Federal Claims and other federal courts. 

Mr. Grandon came to the Coast Guard from the U.S. Air Force where he served as the Assistant Deputy General Counsel, Acquisition Law Division, and as the Assistant Deputy General Counsel, Contractor Responsibility Division.  During his tenure with the Acquisition Law Division, Mr. Grandon advised the Secretariat, Air Staff, Program Executive Officers, and major command level clients on a variety of legal matters involving major defense systems acquisitions, with primary responsibility for the Air Force’s mobility portfolio which included the C-130, the C-17, and various air refueling platforms.   During his tenure with the Contractor Responsibility Division, he was the principal attorney responsible for the Air Force’s Procurement Fraud Remedies Program, and he was responsible for guiding the Air Force’s suspension and debarment program.

Mr. Grandon served ten years in the United States Army Judge Advocate General’s Corps as Trial Counsel, National Training Center; Attorney-Advisor, U.S. Army Tank-Automotive Command; and Trial Attorney, U.S. Army Contract Appeals Division.   Mr. Grandon also spent many years in private law practice as an associate attorney with King & Spalding LLP, and as an associate attorney and partner with Patton Boggs LLP, in Washington, D.C.   Mr. Grandon focused his practice on government contract matters, including bid protests and contract disputes, with clients ranging from Small Disadvantaged Business Concerns to Fortune 100 companies.

Mr. Grandon has authored and co-authored many professional articles, including Path of an Investigation:  How a Major Contractor’s Ethics Office and Air Force Procurement Fraud and Suspension/Debarment Apparatus Deal with Allegations of Potential Fraud and Unethical Conduct, Public Contract Law Journal (2011), and Chapter 4, Competitive Negotiation, Federal Government Construction Contracts, Forum on the Construction Industry, ABA (2003). 

Mr. Grandon is a graduate of Iowa State University (BA 1982), Drake University Law School (JD 1985), and the U.S. Army Judge Advocate General’s School (LLM 1992).  In addition to the bars of Iowa and District of Columbia, he is admitted to the U.S. Supreme Court, the U.S. District Court for the District of Columbia, and the U.S. Court of Federal Claims.
