Rear Admiral Lytle is the Director, Command, Control, Communications and Computer (C4) Systems and Chief Information Officer (CIO) of the US Cyber Command. RDML Lytle is responsible for the delivery of C4 systems that drive the effective execution of all cyber missions. As C4 Systems director, he is responsible for the coordination and implementation of C4 and Cyber Policy, Plans, Architecture, Capital planning/investment, Information Assurance, Network and Web Services and systems/networks requirements. As the CIO, he is responsible for the development, coordination and implementation of enterprise strategies to support integrated IT capabilities.
RDML Lytle is a 1981 graduate of the U. S. Coast Guard Academy in New London, CT. Upon graduation with a Bachelor of Science degree in Management, he was assigned to duty on board the USCGC BOUTWELL in Seattle, WA as the Anti-submarine and Weapons Officer. In 1983 he moved to Miami, FL and served tours in the District Seven Command Center and in what is now the District Seven Maritime Intelligence Center. In 1989, RDML Lytle was selected for the Post Graduate Training Program and attended the University of Miami in Coral Gables, FL. He graduated in 1991 with a Master of Science degree in Computer Information Systems and a Master's Certificate in Telecommunications. RDML Lytle's next tour took him out of Miami to the Coast Guard Research and Development Center in Groton, CT. In 1995, RDML Lytle returned to Miami to serve as the Operations Officer for Coast Guard Group Miami until 1997 and then as the Commanding Officer of Electronic Systems Support Unit Miami. From 2000 to 2003 he served as a Division Chief in the Information Systems Directorate at the Telecommunications and Information Systems Command (TISCOM). From 2003 to 2005 he completed duty at CG Headquarters as the Chief, Office of Command and Control Capability. He returned to TISCOM in 2005 to serve as the Commanding Officer. From 2008 to 2011, RDML Lytle held the position of Deputy Assistant Commandant for C4IT (CG-6d), with over a year of that period also serving as the Acting Assistant Commandant for C4IT and the Coast Guard Chief Information Officer.
RDML Lytle's decorations include the Legion of Merit, two Meritorious Service Medals, two Coast Guard Commendation Medals, three Coast Guard Achievement Medals, Commandant's Letter of Commendation, various Coast Guard and Navy Unit Commendations and Coast Guard Expert Medals for both Rifle and Pistol.
