Jeffery Orner is the Deputy Assistant Commandant for Engineering and Logistics. He has served in this position since 2005, and he's been a member of the Senior Executive Service (SES) since 1999. Mr. Orner manages the programs and leads the people, nationwide, who provide engineering and logistics to ensure the affordable readiness of all Coast Guard units, including aviation, cutters, boats and shore installations. He led the team that planned and implemented the Coast Guard's Mission Support Organization and put in place the Coast Guard's current cross-functional product line management approach to supporting ships, aircraft and facilities and he negotiated those organizational changes with the employee unions. He's the Coast Guard's member of the Department of Homeland Security's Labor-Management Forum. He's also the Coast Guard's Chief Efficiency Review Officer, and Chief Administrative Officer. Currently he is on a detail to DHS headquarters, as the acting DHS Chief Administrative Officer, leading a strategic planning effort to define the future direction of that organization.
Previously he was the Executive Director of the Naval Supply Systems Command from 2001 to 2005. As NAVSUP's number two official, he led a worldwide work force of over 24,000 military and civilian personnel; oversaw $10 billion in annual spending; and, was NAVSUP's chief acquisition executive. He managed the Navy's supply chain operations while leading an enterprise-wide business transformation that created a single customer-focused enterprise out of 14 organizations, and institutionalized long-term continuous improvement using Lean and Six-Sigma. He was also the co-leader of the DON logistics community.
He had a 20 year career at the Naval Sea Systems Command (NAVSEA), the Navy's largest Systems Command with diverse assignments in shipbuilding, systems acquisition, maintenance and logistics, culminating in an SES position as NAVSEA's senior logistician. He began his Federal career in 1981 as a cooperative education student.
Mr. Orner has been recognized with Presidential Rank Awards by the President of the United States twice. In 2010 he was recognized with the Presidential Rank Award of Distinguished Executive by the President and in 2005 he was awarded with the Presidential Rank of Meritorious Executive. In 2012 Mr. Orner received the Clifford G. Geiger Award from the American Society of Naval Engineers. He has also received the Navy Meritorious and the Superior Civilian Service Medals, and was the first recipient of the Chief of Naval Operations' Admiral Stan Arthur Award for Logistics Excellence. Under his leadership, in 2004, NAVSUP received a Meritorious Unit Commendation from the Secretary of the Navy, recognizing the Command's business transformation and superior mission performance.
Mr. Orner is an acquisition professional, certified at Level III by both DOD and DHS, in Program Management and in Life Cycle Logistics.
