The purpose of the MRD initiative is to design and implement an improved Coast Guard business process for describing and specifying the demand for human capital. The specific outcome will be a valid, reliable, “to be” business model describing the high-level process for specifying human capital needs to the Coast Guard. The model will establish what entities perform key roles in that process, the responsibilities of process owners and users, measures of process performance, and the basis of accountability.
To this end, MRD Team has developed the Coast Guard Staffing Logic and Manpower Requirements Manual (CGSLMR). The manual and associated references can be found using the following links:
