STABILITY/DIVERSITY
Career diversity also includes geographic diversity, and we’d like to point out that the COMDT’s policy on geographic stability has recently changed with the new Military Assignments and Authorized Absences Manual, COMDTINST M1000.8.
To summarize the policy, geographic
diversity can be achieved by (1) completing full tours of duty, (2) granting
extensions liberally, (3) providing local stability for two tours, (4)
providing regional stability through multiple tours of duty in a geographic
region.
With that, members who have completed two or more tours in a LOCAL AREA
without affecting a household goods move are considered to have achieved
geographic stability. Such members may request additional assignments in the
local area on their e-resume, but must also have a realistic expectation of
exercising a household goods move with their next assignment. For all
members who desire an assignment in a specific locality, we continue to
encourage you to apply for assignments using an expanding square, by
applying for jobs that are not only in the city or locality that you desire,
but expand throughout the region that you are looking for.
Please keep in mind that areas like Florida, Boston, Seattle, Alameda, Portsmouth/Hampton Roads, Alaska and the Carolinas continue to be places that have more assignment demand than we have assignment vacancies. Because they are competitive regions, it may be more challenging to achieve regional stability there.

We have completed the preliminary release of the shopping list. Command validation of the shopping list will be from 16 September to 01 October 2011, and e-resumes will be due 07 November 2011. It is your responsibility to monitor any changes that take place on the shopping list, and update your e-resume accordingly. As always please review the CGMS message board for the latest EPM Assignment Year SITREP for any possible AY2012 timeline changes.

Force Master Chief
We are currently soliciting for candidates who are interested in an
assignment as the YN Rating Force Master Chief in AY2012. All YN Master
Chiefs and Senior Chiefs above the cut for YNCM, regardless of rotation
date, are encouraged to apply. All applications are due NLT 02 September
2011. Please see ALCGENL 148/11 for detailed application procedure.
CAREER COUNSELING
The AY12 Career Counseling Session for YN ends on 31 AUG 11. Please call, Email or IM your respective AO to schedule a time for career counseling. This is your opportunity to talk one on one with your AO to receive valuable career guidance, counseling on completing a realistic E-resume and assignment expectations. Please contact us during this timeframe as we will be unable to provide counseling once the slating season (fall and winter) takes place on 01 SEP 11.

Member Responsibilities:
If you
are above the cut on the Nov 10 SWE or May 11 SWE eligibility list please submit an E-Resume for your new
pay-grade.
If you are close to the cut (within 5 - 15) we suggest you update your E-Resume with the available billets in Direct Access. This is not saying you are going to advance however historical data shows the cuts tend to change a bit.
If you just arrived at a unit and are above the cut or close to the cut and you know there is no position available for you in the area to fleet up to you should be prepared to transfer. If you are not prepared to transfer then we suggest you remove your name from the advancement eligibility list.
If you have been in the local area for 6 - 8 years then you have achieved Geographic Stability. We suggest you ask for units at least 200 miles away from where you are currently assigned.
If you have never been to an Arduous Assignment - Overseas or Cutter we strongly suggest you place these types of units on your E-Resume.
If you receive an email from us stating that you are a candidate for an Arduous Assignment please take note that you are on our radar and we strongly suggest you place an Arduous Assignment on your E-Resume.
If you are requesting an Overseas
Assignment or Independent Duty you must have a Command
Endorsement stating that you have successfully pre-screened for Overseas
Assignment IAW
Chapter 1.H of MILITARY ASSIGNMENTS AND AUTHORIZED ABSENCES.
If you want to ensure you have the best possible chance of getting a top
choice a Command Endorsement is highly
recommended. Sometimes an assignment comes down to a
Command Endorsement.
If you are a COLO, please ensure that you and your spouse's E-Resumes match. We understand that in particular rates, especially MK and BM they will have to list multiple jobs in multiple locations. As long as you have a unit listed in each one of the areas where your spouse is requesting we will do our best to get you to that location. It may not be the assignment you desire but at least you will be co-located. As you progress through the ranks it is harder to assign senior members and enlisted members with officer spouses, but we do our best to keep families together.
If you are coming up on your End of Enlistment and you are not reenlisting please Contact your Assignment Officer and *Submit an E-Resume* commenting when you are separating and if you are or are not affiliating with the Reserves. We will use this information solely for assigning active duty members. .Additionally if you are going into the Reserves you will need to contact PSC-RPM to discuss your Reserve Assignment.
If you are Retirement Eligible and are thinking about retiring please keep in mind that standard policy is to approve retirements only during the months of SEP - DEC, unless you are a 30 year member then you will retire the first day of the month following your 30 year anniversary date.
If you know you are Retiring in AY10 and have not submitted your Retirement Request please
submit your memo ASAP. If we do not have your letter then we cannot count
you as a loss and advancement cuts
will remain as they are.
YEOMAN DISTANT PROGRAM ONLINE
TRAINING PROGRAMS LEADING TO YEOMAN THIRD CLASS
(YN3)
ALCOAST196/08 outlined 3 training programs leading to Yeoman Third Class: YN
"A" School-Resident, YN "A" School-Distance and YN Part-time Student
Striker. I often get many questions about "A" School and Striking and which
path is the best. My advice is always, which is the best path for you? Some
people do much better in a classroom setting while others are much better
with hands on experience. Then I am asked about their first assignment as a
YN3. This is where you have to decide how much control you want to have over
your assignment.
When you attend the YN "A" School-Resident Course you are in class with 15
other students. The YN Assignment Officer (AO) provides a list of 16 billets
for the students to choose from. The billets may be any CG unit that has an
YN3 position. When you complete the YN Part-time program and your name
appears on the monthly Advancement Eligibility List, the YN Assignment
Officer will contact you with current vacant billets from which you will
choose.
With the new YN "A" School-Distance Program you will be assigned PCS to an
YN3 position at one of the units listed below. You are provided a 2 year
tour with the option of extending for 2 additional years. However the
extension is not a guarantee as we make assignments based on service needs.
These billets will be controlled by the YN AO's and once a vacancy is
identified you will receive orders to that unit. There will not be multiple
units for you to choose from. When you report onboard you will have no more
than 6 months to complete the YN "A" School course. If you do not complete
the course you will be reassigned in the same area as a non-rate, no
exceptions.
Example: If you receive a call stating your name has come up to go to YN "A"
School-Resident and you state you would rather wait and enroll in the YN "A"
School-Distant course your name will come off of the YN"A" School-Resident
list and you will be waiting for a call from the YN AO. The call may be 1
day or 1 month, whenever a vacancy occurs. When you get a call you will be
offered the next unit on the list. The unit may be Sector Sault Ste. Marie
or Sector Key West. If you decide you do not want the unit offered you will
be removed from the YN "A" School-Distant list and will have to reapply to
another "A" School or complete the YN Part-time Student Striker program.
The YN "A" School-Distant units list below were chosen because they have
senior yeoman who are able to take on the challenge of closely monitoring,
mentoring, and assisting a distant learner while he or she is participating
in the live on-line YN A-School course. Each unit also has SPO capabilities,
adequate housing and non-rate billets.

YN A-SCHOOL DISTANCE LEARNING FREQUENTLY ASKED
QUESTIONS
1. How do I get my name placed on the YN "A" School-Distance Learning
List? When you apply for the YN "A" School-Resident list you may request
on your same application to be placed on the YN "A" School-Distance list.
2. Do I have to place my names on both lists? No, you can place your
name on either list or both, the choice is yours.
3. Can I strike YN while I am waiting to attend either one of the YN "A"
Schools? No. The YN striker program is currently suspended.
4. I have been striking and am almost done with my course, if I receive
orders to YN "A" School Distance program does this mean I can graduate
early? No, the course is an actual school and is not self-paced. It is
designed to take a minimum of 4 months to complete.
5. When will I found out where I am going? Once your name rises to
the top of the list you will receive a phone call from epm-2 providing you
with a list of 3 units. You will need to rank order the units. Once you rank
order the units and email your list back to epm-2 you are accepting orders
into the YN "A" School-Distance list and your name will be removed from the
YN "A" School-Residence list.
6. What if I do not like the choice of units provided? If you do not
like any of the units you will respond to epm-2 via email stating you do not
desire any of the billets provided. Once you make that election your name
will be removed from the YN "A" School-Distance list. You may not stay on
the list until a unit arrives that you prefer.
7. How many members will be taken into the program each month? Three
(3)
8. Can a local striker be assigned to our unit in a YN3 position vice
receiving a Distance Learner? No. The 3 units that are chosen each month
must meet the following criteria for participation in the YN "A" School
Distance learner: (1) MUST WORK IN A SPO; (2) MUST HAVE A YN1 AVAILABLE TO
TRAIN THEM; (3) MUST HAVE A YN THAT IS TOUR COMPLETE THE FOLLOWING
ASSIGNMENT YEAR.
9. If the YN "A" School Distance learner is supposed to replace the YN
the following AY, does this mean that the incumbent will not be replaced?
Perhaps, it depends on the strength of our rating and CG Modernization.
10. Why can't we keep our striker instead? When a striker is advanced
each month they are advanced to a vacant position somewhere in the Coast
Guard. When a Distance Learner is advanced they are advancing to a projected
vacancy in 6 months.
11. How many YN "A" School-Distance learners are there each year? 36
12. Where did this quota come from? YN "A" School released 36 quotas
from their annual Resident training program.
13. What is the criterion to be a participating unit? Your unit is
required to meet the following criteria: (1) Must have a SPO; (2) Must have
government housing available; (3) Must have non-rate billets within the
local are if the member does not graduate from the YN "A" School-Distance
program.
14. How do we get our unit on the list? Send an email to CWO Pepper (YN
EAST AO) and YNCM Jennings (YN-RFMC).
15. How long does a member have to complete the program and what happens
if they do not complete it? 6 months. If they do not complete it within
6 months it will be considered a fault dis-enrollment and they will have to
wait 1 year before placing their name on another "A" School list.
16. I am a married member to member and want to co-located. What is
the best program for me to follow? Because the YN "A" School-Distance
program only offers 3 units per month you have better odds at being
co-located if you attend the YN "A" School-Residence course because there
your class is given 16 billets to choose from. Or when you complete the
traditional striker program you are advanced to a vacancy, however we try to
place you as close to your spouse as possible?
