As many of you know firsthand, this year presented numerous challenges. At the top of the list of challenges were the decommissioning of the Cutters ACUSHNET, CHASE, HAMILTON, TORNADO, SHAMAL, ZEPHYR and the home port shift made by the Cutters SHERMAN and BOUTWELL. The final word that the decommissioning of the Cutters was actually going to happen came well after the normal assignment season slating had already begun. I made every effort to ensure members affected by the DECOMS were not disadvantaged in the slating process, and I feel that I accomplished that goal. 

Lessons Learned:

This was my first year as your Assignment Officer and I would like to pass a few things that I observed/learned. 

  1. End of Enlistment.  If you intend to get out of the Coast Guard at the end of your enlistment, I need to know that! Please do us both a favor and make sure your Command addresses your intentions by notifying me. The wrong time for me to find out is after I have issued you orders because that initiates a Refusal to Obligate process that CAN result in your discharge within 30 days.  If I know before hand that you are getting out at the end of your enlistment, I can engage your command and develop an assignment plan that takes into account your end of enlistment. The outcome for you will probably be more to your liking.
     
  2. Contact with me.  I encourage you to engage me with assignment and career questions during the appropriate time period of 15 June through August 31. However, before calling or e-mailing during the direct member engagement time period, please use the resources available to you locally such as the Personnel manual, EPM-2 web page, your Command Chief or the Chief in your shop. If you still have questions, by all means call or e-mail me and I will be happy to talk to you. Between the months of Sept and May, only your Command representative should be contacting me directly.
     
  3. Take control of your career. Stay informed and be proactive. Make it a practice to read every Enlisted Personnel Management Assignment SITREP.  A lot of time and effort goes into the messages with the goal being to keep the enlisted workforce informed. Additionally, from time to time when the need dictates it, I will put out Early Slate re-solicitations and solicitations for critical fill positions. To find these messages, be sure to select the “bulletins” button on the Message Board.  Look for ALCGENL and ALCGPSC.
     
  4. Early Slate. The early slate is developed in the April to early May time frame and is a best guess of the afloat  positions requiring Pre-arrival training that need to be filled during the next assignment year.  Since the list is developed so early in the assignment year, it is a given that a lot of things will change. The May and November Service wide cuts, ACET, CRSP and Warrant Officer Selection all necessitate additions and deletions to the afloat positions needing filled. I will update the shopping list as positions open and close, so check Direct Access on a regular basis. Bottom line, be flexible! If you are slated for a Cutter, and I call to tell you I need to re-direct you to another unit, it’s usually for the reasons stated above. I intend to release the Afloat Early Slate Message by mid May 2011. Below are things to pay attention to when submitting E-resumes for Early Slate positions.

EPO POSITIONS 

IF YOU ARE APPLYING FOR AN EPO POSITION, IT IS YOUR RESPONSIBILITY TO ENSURE YOUR E-RESUME IS PROPERLY ENDORSED BY YOUR COMMAND. Please pay attention to the EPO E-resume endorsement requirements that will be included in the Early Slate message, and can be found in MILITARY ASSIGNMENTS AND AUTHORIZED ABSENCES 1.C.7. 


EM1 INDEPENDENT DUTY (110 WPB, FRC)

If you are applying for an EM1 independent duty position, you’re E- resume  needs a Command endorsement addressing the following:

          A. LEADERSHIP REQUIRED FOR INDEPENDENT DUTY
          B. TECHNICAL COMPETENCE REQUIRED FOR POSITION
          C. MATURITY
          D. DEDICATION
          E. PROFESSIONALISM
 

 EM2 POSITIONS    

 If you are tour complete in AY12 and do not have rated sea time, this is your  opportunity!  I try very hard to make sure those that need rated sea time are slated for a Cutter. Conversely, if you are currently afloat and tour complete in AY12, I may not be able to get you back afloat. In AY11, I had very few opportunities to send EM2's back to back afloat. I don't want to discourage you from applying for another afloat tour, if fact I encourage you to apply, just understand your opportunities may be limited. 

OVERSEAS ASSIGNMENT

If you desire an overseas assignment, read Chapter 1.H of MILITARY ASSIGNMENTS AND AUTHORIZED ABSENCES to make sure you and your dependents are qualified for overseas assignment.

SPREAD THE WORD!

Please make sure our junior EM's are aware of the early slate process.  I’ve taken numerous calls in October and November after I completed the Early Slate, wondering why there were no afloat positions to choose from on the open position list in Direct Access.  When I questioned them about their knowledge of the early slate process, they professed  to never having heard of it!  I have a hard time believing that, but if it’s true, we need to make sure the word gets out.
