Reminders
1. End of
Enlistment. If you intend to
get out of the Coast Guard at the end of your enlistment, I need to know
that! Please do us both a favor and make sure your Command addresses your
intentions by notifying me. The wrong time for me to find out is after I
have issued you orders because that initiates a Refusal to Obligate process
that MAY result in your discharge within 30 days.
If I know before hand that you are
getting out at the end of your enlistment, I can engage your command and
develop an assignment plan that takes into account your end of enlistment.
The outcome for you will probably be more to your liking.
2. Contact with me.
I encourage you to engage me with assignment and career questions
during the appropriate time period 15 June through August 31. However,
before calling or e-mailing during the direct member engagement time period,
please use the resources available to you locally such as the Military
Assignments and Authorized Absences Manual, COMDTINST M1000.8, EPM-2 web
page; your Command Chief or the Chief in your shop. If you still have
questions, by all means call or e-mail me and I will be happy to talk to
you. Between the months of Sept and May, only your Command representative
should be contacting me directly.
3. Take control of
your career. Stay informed and be proactive. Make it a practice to read
every Enlisted Personnel Management Assignment SITREP.
A lot of time and effort goes into the messages with the goal being
to keep the enlisted workforce informed. Additionally, from time to time
when the need dictates it, I will put out Early Slate re-solicitations and
solicitations for critical fill positions. To find these messages, be sure
to select the “bulletins” button on the Message Board.
Look for ALCGENL and ALCGPSC.
4. Early Slate. The
early slate is developed in the April to early May time frame and is a best
guess of the afloat positions
requiring Pre-arrival training that need to be filled during the next
assignment year. Since the list is
developed so early in the assignment year, it is a given that a lot of
things will change. The May and November Service wide cuts, ACET and Warrant
Officer Selection all necessitate additions and deletions to the afloat
positions needing filled. I will update the shopping list as positions open
and close, so check Direct Access on a regular basis. I intend to release
the Afloat Early Slate Message by mid May 2013. Below are things to pay
attention to when submitting E-resumes for Early Slate positions.
1.C.7. Assignment as Engineer Petty Officer (EPO)
1.C.7.a. General
Certain engineer positions require exceptionally
well-qualified personnel as Engineering
Petty Officers (EPO). Only engineers will be assigned.
(1) The assignment of enlisted personnel to these
positions is the responsibility of
Commander (CG PSC-EPM-2).
(2) EPO assignments require a
special selection procedure because of the particularly
high degree of leadership, performance, professional
competence, and skill required for the job.
Proper background experience, maturity, dedication, and professionalism
are requisite qualifications for EPO.
1.C.7.b. Qualification for Assignment
(1) Members must have no marks
less than four on their enlisted employee review and no
mark of unsatisfactory in conduct for four years prior
to submission of request.
(2) Candidates may have no record
of civil arrest, court-martial, non-judicial punishment
(NJP), alcoholism, drug misuse, indebtedness, etc.,
for four years prior to submission of request.
(3) Candidates may have no physical impairments that
precludes worldwide assignment.
(4) Candidates must comply with
weight standards contained in reference (k), Coast
Guard Weight and Body Fat Standards Program Manual,
COMDTINST M1020.8(series).

1.C.7.c. Submission of Request
(1) Requests for EPO assignment shall be submitted to
Commander (CG PSC-EPM-2)through the chain of command on E-resume.
(2) The CO, OIC, or designated CO
of personnel shall submit a command endorsement
to include comments regarding the applicant’s:
(a) Leadership required for independent duty,
(b) Technical competence required for the job,
(c) Maturity,
(d) Dedication,
(e) Professionalism,
(f) Military bearing and appearance, and
(g) Adherence to the Commandant’s weight standards.
1.C.7.d. Selection Procedure
(1) Commander (CG PSC-EPM-2)
shall review all requests for EPO assignments. Only
those with the appropriate endorsement will be
considered. If the total number of EPO
positions available exceed the number of requests on file, Commander (CG
PSC-EPM-2) will make assignments based on Service
needs using the best qualified personnel
available.
(2) Commander (CG PSC-EPM-2) will assign personnel to EPO
positions based on:
(a) Demonstrated leadership and performance,
(b) Command endorsement,
(c) Previous qualifications,
(d) Career experience, and
(e) Personal preference.
1.C.7.e. Assignment Policy
(1) Personnel who have served
satisfactorily as EPO must follow procedures outlined in Article 1.C.7.c. of
this Manual to request subsequent EPO assignments.

(2) Tour lengths for EPO assignments are prescribed in Article 1.A.4.b. of
this Manual.
(3) Relief for Cause of an EPO will be conducted in accordance with the
procedures outlined in Article 1.F. of this
Manual. Commander (CG PSC-EPM) orders permanent
Relief for Cause for EPOs.
INDEPENDENT DUTY
THE FOLLOWING
POSITIONS ARE CONSIDERED INDEPENDENT DUTY.
EM1- WPB, FRC
EM2-WLIC’S, CGC
BUCKTHORN, ANT TEAMS WITH ONLY EM2’S ASSIGNED, STATIONS AND AIRSTA DUTY. ANY
POSITION THAT NO SENIOR EM’S ARE ASSIGNED TO UNIT.
1.C.16. Assignment to Independent Duty Positions
1.C.16.a. General
Independent duty
assignment are assignments in pay grade E-6 and below in which there is only
one member in any specific rating assigned to the unit, there is no
immediate or local rate specific support, and that E-6 or below is solely
charged with carrying out the duties and responsibilities of that rate.
Independent duty assignments require exceptional leadership and
responsibility that are above and beyond a regular rated assignment. Only
qualified members will be considered for assignment to independent duty
positions.

Qualifications
(1) Candidates
must have received no marks less than four on their enlisted employee review
and no mark of unsatisfactory in conduct during two years prior to
submission
of request;
(2) Candidates may have no record of performance probation, civil arrest,
courts-martial,
non-judicial punishment (NJP), alcoholism, drug misuse, indebtedness, etc.,
for two
years prior to submission of request; and
(3) Candidates must comply with weight standards contained in reference (k),
Coast
Guard Weight and Body Fat Standards Manual, COMDTINST M1020.8 (series).
Note: Some ratings may have previous rated underway experience requirements.
1.C.16.c. Submitting
Requests
(1) Members shall
submit requests via their commanding officer through the standard E-resume
process. The Command Endorsement shall address the member’s ability to
perform the duties of their rating absent any leadership and shall include
an
assessment of the member‟s
maturity and technical competence.
(2) Commander (CG
PSC-EPM-2) will assign personnel to independent duty positions
based on the
following:
(a) Command endorsement,
(b)
Past performance, and
(c) Career experience.
EM2 POSITIONS AFLOAT
If you are tour
complete in AY14 and do not have rated sea time, this is your opportunity!
I try very hard to make sure those that need rated sea time are
slated for a Cutter.
Conversely, if you are currently afloat and tour complete in AY13, I may not
be able to get you back afloat. In
AY13, I had very few opportunities to send EM2's back-to-back afloat. I
don't want to discourage you from applying for another afloat tour, in fact
I encourage you to apply, just understand your opportunities may be limited.

Important
Changes to Direct Access in 2013
In Jun-Aug 2013, the Coast Guard will be implementing a
new version of Direct Access (DA) for the Assignments Process. You should
already recognize similar enhancements to other portions of DA, for example,
the new process to submit leave chits. The enhancements to the Assignments
Process will be fairly transparent to you in the field, but the biggest
difference you will see is the eResume. Many improvements have been
implemented to stream-line the application and Command Endorsement sections
of the eResume. There will be detailed information and guidance provided to
the field on how to submit eResumes on the new version of DA as the time
comes closer. Keep a sharp eye on the message board and ensure you follow
the appropriate guidance once the new version is released."
