Nonrated Personnel

Nonrates are Coast Guard enlisted personnel in the first three pay grades who are not yet petty officers.  Pay grades E-1, E-2, and E-3 are nonrates.  A nonrate may be a "striker,"  performing authorized on-the-job training to qualify for a specific petty officer specialty, including those listed above.
