Lieutenant Mangum is a 1995 graduate of the United States Coast Guard Recruit Basic Training in Cape May, New Jersey. Upon graduation he served on several cutters including, USCGC CHOCK (WYTL-65602) and on USCGC NORTHLAND (WMEC-904), both in Portsmouth, Virginia. In June 2002, Lieutenant Mangum graduated from Officer Candidate School in New London, Connecticut. Lieutenant Mangum has proudly served at seven units throughout his career. A Marine Safety Professional, he was stationed at Marine Safety Office Mobile, Alabama in 2004 and became a plank owner of Sector Mobile in 2006, where he served in various assignments in the Port Operations Division and later as the Chief, Waterway Management Division. Lieutenant Mangum has been part of many events of national significance, such as the unified responses to Hurricanes Ivan, Katrina, and Rita. He was also a part of several major pollution responses, including the Deepwater Horizon oil spill where he served in the Unified Command Post at Mobile, Alabama as Chief, Maritime Transportation System Recovery Branch.

His personal awards include the Coast Guard Commendation Medal, five Coast Guard Achievement Medals, and two Commandant’s Letters of Commendation. He is married to the former Ivy Marie Redford; both he and his wife are natives of Portsmouth, Virginia. They have four children, Madison, Max, Morgan, and Micah.
