Chief of Staff
Captain Mel Bouboulis currently serves as the Chief of Staff to Rear Admiral Kevin S. Cook, Commander of the Eighth Coast Guard District. The Eighth District is responsible for U.S. Coast Guard operations spanning 26 states including the Gulf coastline from Florida to Mexico and the adjacent offshore waters of the Gulf of Mexico, as well as the inland waterways of the Mississippi, Ohio, Missouri, and Tennessee River systems.
Captain Bouboulis reported from Coast Guard Headquarters Office of Aeronautical Engineering (CG-41), where he was responsible for all aeronautical engineering and aviation logistics for the Coast Guard’s 200+ operational aircraft and $1.4 billion aviation materiel inventory sited at over 26 air stations. Executing an annual budget of $345 million, he also led over 1,500 personnel at Coast Guard Headquarters and the Aviation Logistics Center (ALC) in Elizabeth City, North Carolina.
His previous assignments include Commanding Officer, Coast Guard Air Station Borinquen, Puerto Rico, where he led 244 active duty, civilian and Auxiliary members providing aviation services for Coast Guard missions in the Eastern Caribbean as well as a host of support for other government agencies. Captain Bouboulis served as the Logistics Department Head, Air Station Executive Officer and Commanding Officer of Enlisted Personnel for Sector/Air Station Corpus Christi, TX, responsible for all logistics support for 15 outlying units along 350 miles of the Texas coast from Mexico to Port O’Conner, TX. Other previous assignments include: Aeronautical Engineer at the Aviation Training Center in Mobile, AL; HC-130 “Hercules” Product Line Manager at Coast Guard Aviation Logistics Center, Elizabeth City, North Carolina; Assistant Engineering Officer, Coast Guard Air Station North Bend, Oregon; Air Station New Orleans, Louisiana; Flight Training, Naval Air Station, Pensacola, FL; and Operations and Deck Watch Officer, USCGC CONIFIR, Long Beach, CA. Captain Bouboulis flew as an operational pilot at all of his aviation field assignments and participated in the historic Katrina response. He has qualified in the H-65 (A, B, and C models), HH-60J, and HC-130 aircraft accruing over 4,000 total flight hours.
Captain Bouboulis’ military awards include four Meritorious Service Medals, two Coast Guard Commendation Medals, the Coast Guard and Army Achievement Medals and numerous other service and unit awards.
Captain Bouboulis considers himself a native of the East Coast, however, as a second generation Coast Guard officer, he has lived in 27 different locations. He graduated from the Coast Guard Academy with a Bachelor of Science degree in Civil Engineering in 1987, earned a Masters’ degree in Aeronautical Engineering from Purdue University in 2000, and holds Private, Commercial Airplane, Helicopter, and Airline Transport Pilot licenses. He is married to the former Michelle Ann Mayeux of Kenner, LA and they have one son, Scott.
