D. COAST GUARD MEDICAL MANUAL, COMDTINST M6000.1 (SERIES) E. PHYSICAL DISABILITY EVALUATION MANUAL, COMDTINST M1850.2 (SERIES) 1. This message clarifies existing policy for RMPs in REF A.

2. RMPs are additional inactive duty periods that may be authorized in excess of scheduled inactive duty training (IDT) drills. RMPs may be performed with or without pay. Due to the current fiscal environment, RMPs with pay will be limited to ONE per reservist for FY13, except for situations described in paragraphs 2.B. thru 2.E.

     A. One RMP with pay may be authorized for one of the following authorized direct access (DA) duty purpose codes and descriptions:

       (1) Individual periodic health assessment (PHA). DA code: PHA,

description: RMP periodic health assessment.

       (2) Dental readiness examinations. DA code: DN, description:

RMP dental readiness.

       (3) Enlisted reserve service wide exam (RSWE). DA code: SWE,

description: RMP RSWE.

       (4) Unit all hands for unit training, administration and maintenance functions such as BAH validation, weigh-ins, emergency data and SGLI verification, and hurricane preparedness. DA code: ADM,

description: RMP ADMIN/INDV readiness.

     B. RMPs with pay may be authorized for medical appointments required for participation in the occupational medical surveillance and evaluation program (OMSEP). No more than two RMPs may be approved for a member when entering the program. In subsequent years, no more than one RMP may be authorized for the annual screening. DA code:

     C. RMPs with pay may be authorized for command directed medical screenings necessary for the purpose of evaluating suitability for continued retention in the Coast Guard (e.g. Physical Disability Evaluation System (PDES) evaluations, Formal Physical Evaluation Board (FPEB), fit for duty determinations, physical examinations for the purpose of evaluating an injury or illness reported during post-deployment health reassessment (PDRA) screening, etc). DA code:

MED, DA description: RMP medical other than PHA.

     D. One RMP with pay may be authorized each month for medical appointments in conjunction with a Notice of Eligibility (NOE) for the purpose of obtaining command directed monthly physician reports.

Members who receive incapacitation pay IAW chapter 6 of REF A. are not eligible for an RMP for the same day. DA code: MED, DA

     E. RMPs with pay may be authorized for screenings directed by a Collateral Duty Addictions Representative (CDAR). DA code: MED, DA

description: RMP medical other than PHA.

     F. RMPs without pay may be authorized for items in paragraph 2.A.

and for the following authorized direct access (DA) duty purpose codes and descriptions:

       (1) Mandated Training (MT). Members completing all the required online MT while not on inactive or active duty are authorized one unpaid RMP. DA code: GMT, description: RMP general mandated training.

       (2) Mandatory nutritionist visits related to the weight program as outlined in REF B. Up to four unpaid RMPs per year are authorized for members placed on the mandatory weight program to seek the services of a qualified nutritionist. DA code: NUT, description: RMP weight program/nutrition.

       (3) PHA for IRR members who have been authorized to perform IDT for retirement points only (i.e, drill for points) by Commander (PSC-rpm). DA code: PHA, description: RMP periodic health assessment.

       (4) Dental readiness examinations for IRR members who have been authorized to perform IDT for retirement points only (i.e, drill for

points) by Commander (PSC-rpm). DA code: DN, description: RMP dental readiness.

       (5) PHA for the purpose of determining fitness for transfer back to the Selected Reserve from the Standby Reserve or IRR. DA

code: PHA, description: RMP periodic health assessment.

       (6) Dental readiness examinations for the purpose of determining fitness for transfer back to the Selected Reserve from the Standby Reserve or IRR. DA code: DN, description: RMP dental readiness.

       (7) Participation of members assigned to the IRR in reserve enlisted service wide examinations. DA code: SWE, Description: RMP RSWE.

       (8) Per REF C, for military seminars, symposia, and similar assemblies (meetings), provided the meeting is designated by the unit commander as being of such military value that the instruction received would enhance professional development, position qualifications or rating qualification and is at least four hours duration. DA code: ADM, description: RMP ADMIN/INDV readiness.

       (9) Performing administrative functions of reservists IDT positions. DA code: ADM, description: RMP ADMIN/INDV readiness.

       (10) Medical appointments in conjunction with a Notice of Eligibility (NOE) for medical treatment related to an injury, illness, or disease incurred or aggravated in the line of duty.

Members who receive incapacitation pay IAW chapter 6 of REF A. are not eligible for an RMP for the same day. DA code: MED, DA

       (11) Other cogent medical, dental and mental health evaluations. DA code: MED, DA description: RMP medical other than PHA.

3. RMPs are not authorized for the following functions:

     A. Individual members monitoring unit level readiness compliance.

     B. Training for qualifications to meet currency recertification requirements.

     C. To attend ceremonies (e.g., change of command, chiefs call to initiation, retirement) unless the member is part of the official party (i.e., honoree, presiding official, master of ceremonies, etc.).

4. RMP requirements:

     A. No reservist may exceed any combination of 30 paid and non-paid RMPs in one fiscal year.

     B. Only one RMP may be performed in a calendar day.

     C. The maximum duration is 24 hours.

     D. Each period must be at least three hours duration excluding travel time. If a scheduled dental, medical, or RSWE does not meet the minimum three hours duration the unit should assign other appropriate duties to fulfill the requirement.

     E. One RMP is equivalent to a single IDT drill for pay and retirement point purposes.

     F. No RMP shall be performed on the same day as an IDT or other active duty period.

     G. Reservists are not required to complete all authorized IDT periods prior to utilizing RMPs.

5. All RMPs must be approved before the duty is performed. Commanding officers may approve RMPs for items listed in paragraphs 2.A., 2.E.

and 2.F.(1),(3) and (4) above. PSC-rpm must approve RMPs listed in paragraphs 2.C., 2.D. and 2.F.(5),(6),(7),(10) and (11), DXRs must approve all other RMP requests.

6. RMPs performed not in accordance with this message are subject to cancellation and recoupment of any payment made.
