XPO Station Sand KeyChief Mitchell reported aboard Station Sand Key in July 2010. From June 2008 to June 2010, Chief Mitchell served as the Executive Petty Officer aboard USCGC BLACKFIN (WPB-87317), Santa Barbara, CA. While on BLACKFIN, Petty Officer Mitchell conned the ship during 12 challenging at sea rescues including three helicopter evacuations and three towing operations that resulted in 21 lives saved. Most notably, as CGC BLACKFIN’s senior boarding officer, he participated in over 300 commercial and recreational boardings, issued nearly 150 safety violations and 24 vessel terminations, and discovered five fishing vessel incursions into National Marine Sanctuaries in the Channel Islands. Petty Officer Mitchell was also especially crucial in the safe recovery of more than 10,700 pounds of contraband, with a street value over $57M. As BLACKFIN’s Supply Officer, Petty Officer Mitchell revamped the cutter’s supply system by aligning unit purchases with Sector Los Angeles- Long Beach, ultimately streamlining the unit’s budget and procurement process. 

From July 2006 to June 2008, Petty Officer Mitchell was stationed aboard the USCGC ORCAS (WPB-1327), Coos Bay, OR. As the Executive Petty Officer, Operations Officer and the First Lieutenant. His efforts include leading hid departments to unparalleled success during a myriad of inspections such as Food Safety and Training Team (FSAT), Ordnance Technical Inspection and ORCAS’ annual Physical Security Inspection. As the Operations Officer, Petty Officer Mitchell participate in over 2,780 resource hours and 260 law enforcement boardings that resulted in 112 violations and three Captain of the Port terminations. He also prosecuted three search and rescue cases that saved eight lives, and orchestrated 23 escorts of High Value Assets in support of Operation Neptune Shield. As ORCS’ Executive Petty Officer, he achieved remarkable results during a comprehensive five week $150K dockside availability and a grueling four week patrol that followed off the coast of the unforgiving Pacific North West.

From August 2003 to June 2006, Petty Officer Mitchell was assigned to Maritime Safety and Security Team San Francisco (91105), San Francisco, CA. As a Level II Tactical Coxswain and mentor, he trained 16 coxswains and over 40 crewmen who later performed more than 11,000 boat hours conducting Ports, Waterways and Coastal Security in the San Francisco Bay and other strategic ports throughout the Pacific Area. As further testament to his abilities, Petty Officer Mitchell assumed the duties and responsibilities as team leader for the Waterside Security Section where he managed 35 people and logged more than 400 hours of boat operations. While deployed to New Orleans, LA for Hurricane Katrina, he led a team of 17 Petty Officers and 3 tactical boat crews. He was responsible for the planning and execution of 293 hours of security zone enforcement, 33 hrs of urban search and rescue, and 471 hours of community service.
