CAPT Sean Murtagh
Captain Murtagh comes to Sector North Carolina from Coast Guard Headquarters in Washington, D.C. where he was the Office Chief of Resource Management (CG-83) for the U.S. Coast Guard. In that capacity, he was responsible for the budget execution and stewardship of the U.S. Coast Guard’s $10 billion in annual appropriations. He also oversaw the administration of the Coast Guard’s military and civilian personnel allowance resources. Prior to that tour, Captain Murtagh was a Military Fellow at the Center for Strategic and International Studies (CSIS), a bipartisan, nonprofit think tank in Washington, D.C. where he was assigned in their International Security Program and assisted in coaching CSIS’s Abshire-Inamori Leadership Program.
From July 2008 to June 2010, Captain Murtagh served in a special assignment as the Acting Deputy Executive Secretary and Director of White House Actions at the Department of Homeland Security. Prior to that assignment, Captain Murtagh was the Deputy Sector Commander at Sector Lake Michigan, a 550-member command in Milwaukee, WI, responsible for Coast Guard operations on Lake Michigan. In that role he served as the Alternate Captain of the Port, Alternate Federal Maritime Security Coordinator, Alternate Federal On Scene Coordinator, and a Search and Rescue Mission Coordinator.
Captain Murtagh has held several other operational and staff positions during his twenty-four year career which include afloat tours on board a 378’ high endurance cutter performing law enforcement and search and rescue missions in the Caribbean, a 140’ ice breaking tug in the Great Lakes, and a 110' patrol boat he commanded in Seward, Alaska in the late 1990s. He also served as a Search and Rescue Controller at the Eighth Coast Guard District Rescue Coordination Center in New Orleans, LA in the mid-1990s. Other assignments include a tour in the Coast Guard Personnel Command, and a previous assignment in the Coast Guard's Budget Execution office.
Captain Murtagh is a 1989 graduate of the U.S. Coast Guard Academy, where he earned a Bachelor of Science degree in Management. He also holds a MBA degree from the University of Rochester, and is a Certified Government Financial Manager. Captain Murtagh is a designated Coast Guard cutterman, and has received numerous personal, unit, campaign, and service military awards during his career, including four Meritorious Service Medals, three Coast Guard Commendation Medals, and an Achievement Medal.
