Commander Dean assumed the duties as Deputy Commander Sector Baltimore in July 2013, following her assignment as Military Aide to the Secretary of Homeland Security. Before reporting to the Department of Homeland Security she was assigned to Coast Guard Headquarters in the Office of Performance Management and Assessment (DCO-81). Prior to arriving in Washington, DC, Commander Dean completed a successful tour as Commanding Officer of USCGC WALNUT, in Honolulu, Hawaii. WALNUT conducted aids to navigation, search and rescue, fisheries law enforcement, Maritime Homeland Security, environmental protection and public relations missions throughout the Hawaiian Islands, American Samoa and Central Pacific Ocean.

Other assignments include a tour as Aide to the Commander U.S. Coast Guard Atlantic Area in Portsmouth, Virginia, Executive Officer, USCGC WILLOW, in Newport, Rhode Island, and Executive Officer, USCGC CONIFER, in San Pedro, California. Commander Dean was directly responsible for every aspect of CONIFER’s decommissioning in June 2000, and was decorated for the coordination of over 40 surface assets during CONIFER’s On Scene Commander duties for search and rescue efforts on Alaskan Airlines Flight 261 Crash. Commander Dean also served as Duty officer in the Seventh Coast Guard District Command Center, the world’s busiest Rescue Coordination Center, directing Coast Guard efforts in hundreds of complex, multi-agency searches.  She was a member of the team awarded RCC Controller of the Year for complex search planning demonstrated during the successful rescue of an overdue vessel. Commander Dean began her Coast Guard career as First Lieutenant, USCGC VIGOROUS, in Cape May, New Jersey.

Commander Dean is a 1993 graduate of the Coast Guard Academy where she earned a Bachelor of Science Degree in Government. She also holds a Masters in Public Administration from The George Washington University. Commander Dean is a designated Coast Guard Cutterman and her military awards include the Legion of Merit, Meritorious Service Medal, Coast Guard Commendation Medal and Coast Guard Achievement Medal.
