Commander
Roche is a native of Levittown,
NY and enlisted in the
Coast Guard December
1979
and entered Recruit Training Center Cape May in March 1980.
His enlisted assignments include the Ceremonial Honor Guard,
Washington, DC, Sta Fort Macon, NC, and the CGC CHILULA.
He rose through the ranks to Boatswain Mate First Class and was
accepted to Coast Guard Officer Candidate School where he was the honor
graduate in July 1991.
Commander Roche’s assignments as a commissioned
officer include Coast Guard Headquarters Short Range Aids to Navigation
Division, Operations Officer Group Sandy Hook, NJ, Operations Officer Coast
Guard Recruiting Command, Commanding Officer Coast Guard Station Atlantic
City, NJ, the Senior Officer Evaluation Reviewer and O5/O4 Response/Law
Enforcement Assignment Officer, Coast Guard Personnel Command, and Chief,
Boat Forces and Cutter Operations Branch, Training Center Yorktown, VA.
Commander Roche’s present assignment as Deputy Commander Sector Baltimore
includes oversight of all Coast Guard missions in the northern Chesapeake
Bay and tributaries to include the National Capitol Region.
Highlights of this assignment include multiple national security
special events like the 2011 and 2012 Presidential State of the Union
Address and numerous hurricane and tropical storm responses.
Commander Roche’s personal decorations and qualifications include 2
Meritorious Service Medals, 3 Coast Guard Commendations Medals, 5 Coast
Guard Achievement Medals, the 9/11 Medal, the Coxswain pin, the advanced
Boat Forces Operations Insignia - Advanced and the Ceremonial Honor Guard
Badge.
Commander Roche earned his Master’s of Science
in Quality Systems Management from the National Graduate School in 2005.
He is married to the former Helen Freeman from Swansea, South Wales,
United Kingdom. They have two
children, Cheryl and Ian.
