Captain Mark P. O'Malley

Captain Mark P. O'Malley currently serves as the Coast Guard Sector Commander in Baltimore, Maryland. His area of responsibility includes all Coast Guard missions in the northern Chesapeake Bay and its tributaries and the National Capitol Region. His duties include leading as the Captain of the Port, Federal Maritime Security Coordinator, Officer in Charge of Marine Inspections, and the region’s Search and Rescue Coordinator.
Captain Mark P. O’Malley graduated from Coast Guard Officer Candidate School, Yorktown, VA in 1981 and was assigned to Group/Captain of the Port, New York. In 1987 he was assigned to Marine Inspection Office New York where he traveled extensively to Europe, Africa and the Middle East to conduct vessel inspections. In 1989 he was transferred to Marine Safety Office Providence, RI as Assistant and later Chief of Port Operations. While in Providence, Captain O’Malley directed the response to the groundings of the tanker World Prodigy and the cruise vessel Queen Elizabeth II. In 1993 he was assigned to Coast Guard Headquarters first in the Office of Port Safety and Security (G-MPS) and later in the Office of Response (G-MOR). While assigned to G-MOR, Captain O’Malley was responsible for the adoption of the Incident Command System (ICS) as the Coast Guard’s response management system. He also designed and coordinated the first Spill of National Significance (SONS) exercise which was held in Philadelphia and Washington DC simultaneously. In 1998 he assumed the responsibility of Deputy Commander, Activities Baltimore, and coordinated the unit efforts for Y2K, OpSail 2002 and the Wye River Peace Talks. Captain O’Malley assumed command of Marine Safety Office Portland Maine in 2001 overseeing marine safety and security issues following the tragic events of September 11th for the States of Maine and New Hampshire and coordinated interaction with the Canadian Maritimes. Returning to staff assignments Captain O’Malley served as Chief of Prevention for the Seventh District in Miami, FL overseeing the marine transportation system from South Carolina to Puerto Rico during the two worst hurricane years on record from 2004-06. He most recently served as the Chief, Office of Port and Facility Activities (CG-544) where he was responsible for actions under the Marine Transportation Act including the implementation of the Transportation Worker Identification Credential (TWIC), Port Recovery Protocols and the National Maritime Security Advisory Committee. Also, while serving at Headquarters he acted as Executive Officer to the Pre-designated Principal Federal Officer for the Pandemic Influenza Team and as Chief of Staff for the Principal Federal Officer for the FEMA Region III (MD, DC, DE, VA) Hurricane Team.
Captain O’Malley is a native of Lancaster, MA and is a 1980 graduate of the University of Massachusetts. He also graduated from the College of Naval Command and Staff at the Naval War College, Newport, RI in 1992 and received a Masters Degree in Public Administration from George Mason University, Fairfax, VA in 1996. He later attended the Maxwell School National Security Management Course at Syracuse University in 2004 and the National Security Leadership Seminar at the Department of State’s Foreign Service Institute in 2008.
