Senior Chief McGowan is assigned as the Command Chief at Coast Guard Sector Juneau Alaska.
Senior Chief McGowan joined the Coast Guard on December 21, 1984. He attended Recruit Basic Training in Cape May, NJ, and is a graduate of the Coast Guard Quartermaster School in Yorktown, VA. He has served onboard the USCGC RESOLUTE (WMEC 620), USCGC PLANETREE (WLB 307), USCGC CAPE CARTER (WPB 95329), USCGC LIBERTY (WPB 1334), USCGC VINDICATOR (WMEC 3), and the USCGC RUSH (WHEC 723). He has also served on staff at the Coast Guard District Seventeen Aids to Navigation Office and Command Center, District Fourteen Command Center and as the Group Honolulu Command Center Supervisor and Sector Honolulu Command Chief. Most recently he was the assistant school chief at the Chief Petty Officer Academy located at the Coast Guard Training Center in Petaluma, California.
Senior Chief McGowan’s military awards include two Coast Guard Commendation Medals with Operational (“O”) distinguishing device, three Coast Guard Achievement Medals with “O” device, three Commandant’s Letter of Commendation Ribbons with “O” device, the Secretary’s Outstanding Unit Award, the Coast Guard Unit Commendation with “O” device, the Coast Guard Meritorious Unit Commendation with “O” device, two Coast Guard “E” Ribbons, the Coast Guard Bicentennial Unit Commendation, nine Coast Guard Good Conduct Medals, two National Defense Service Medals, the Humanitarian Service Medal, two Special Operations Service Ribbons, four Coast Guard Sea Service Ribbons, the Coast Guard Expert Rifleman Medal, the Coast Guard Sharphooter Pistol Medal, and the permanent Cutterman Insignia.
