D17 District Response Advisory Team (DRAT)

What Do We Do?
The District 17 Response Advisory Team is a four member team with expertise in spill management, response equipment, and response techniques. DRAT's main responsibility is to provide support to the FOSC (Federal On Scene Commander) during oil spills and HAZMAT releases in the 17th District. The DRAT also provides HAZWOPER training to all Coast Guard units in Alaska on an annual basis and coordinates ICS training throughout the state. The DRAT maintains pre-positioned spill response equipment sites across the state (see below) and conducts preventative maintenance and inventories annually on these sites. D17 DRAT coordinates and participates in oil and HAZMAT drills to maintain readiness, including joint exercises with Canadian agencies (CANUSDIX and CANUSNORTH), annual VOSS (Vessel of Opportunity Skimming System) and SORS (Spilled Oil Recovery System) deployments with Coast Guard buoy tenders, and annual ADDS (Ariel Dispersant Delivery System) deployments with Coast Guard and industry. Maintaining a close working relationship with industry, commercial spill response companies, and state and local agencies, along with an in-depth knowledge of the state of Alaska and its unique geographical features, makes DRAT an indispensable resource for logistical and technical support during oil spills and HAZMAT releases.
