Security Levels


General Information

       Overseas screening and subsequent entry approval for members and dependents must be completed before orders are finalized. Members should ensure all requirements are met with their local administrative personnel. Once on-island members must check-in with the Admin Department within 24 hours or the next business day. Admin will direct them to the Naval Base Guam (NBG) Housing Office, who will authorize payment of Temporary Housing Allowance (TLA).

 
AIRPORT TO LODGING
        If possible your sponsor will meet you at the airport and assist you with transportation to temporary lodging. If for some reason you are not met at the airport, taxis and rental vehicles are available. Taxis on Guam are extremely expensive, be sure to retain receipts for any that are over $75.00. If you choose to rent a vehicle while in temporary lodging or until your POV arrives, reimbursement is not authorized.
 
TEMPORARY LODGING
       YOU MUST CALL NAVY GATEWAY INNS & SUITES (NGIS) FOR RESERVATIONS OR FOR NON-AVAILABILITY AT (671) 339-5259/5139. Incoming members must check with the NGIS on base before seeking temporary lodging in the local community. If NGIS does not have availability, the member must obtain a certificate of non-availability (CNA) stating such and provide it to Admin along with their itemized lodging receipt for TLA processing. This must be done every ten days until the member is assigned permanent housing. Receipts submitted from hotels other than NGIS that are not accompanied by a CNA will not be approved for TLA reimbursement.
 
       Members E-4 and below who are unaccompanied will be assigned bachelor housing (barracks). Keep in mind that everyone, whether they will be residing government housing or in the civilian community, must check in through the Housing office within 24 hours or the next business day.
 
     Loaner items are available at the Fleet & Family Support Center (FFSC) for incoming and outgoing personnel, married or single living on base or in the community. The Loaner Locker is to be used while household goods are in transit and all of the items are available at no cost. Items can be checked-out for a period of 45-days, and renewed if necessary.  Items include, but are not limited to: pots and pans, dishes, cooking/eating utensils, portable cribs, car seats, strollers, irons/ironing boards and coffee pots.  For more information call (671)333-2056.
   
HOUSEHOLD GOODS (HHG)
Members are entitled four types of shipments:
1)  Regular HHG shipment
2)  Unaccompanied Baggage (UB), aka Express Shipment
3)  Non Temporary Storage
4)  Personally Owned Vehicle (POV) Shipment

Shipping HHG and POV's to Guam can take time. It is recommended that items that are needed immediately be sent early via UB as they will then be available once housing is assigned. Keep in mind any items sent via UB count towards your overall weight allowance. There are limits on the amount of weight and types of items that may be sent via UB.
 
If you will be assigned to the barracks, do not bring your own furniture as the rooms are furnished. For those members over 21 years of age, a mini-fridge is authorized for the storage of alcoholic beverages within the room. No alcohol of any type may be stored in common areas, including fridges.

No more than 1 gallon of alcohol may be legally shipped to Guam without incurring duty fees.

Ensure all firearms are well-documented and note the container they are placed in as they will be required to be extracted from your HHG shipment prior to delivery in order to be processed by Customs. It is recommended that, if possible, firearms be placed in crate number 1 to expedite the process. Click the "Firearms" link on this page  for more information.

Motorcycles and other street legal vehicles will also require extraction in order to have Customs paperwork completed prior to delivery.
 
  
TRICARE
When you arrive on Guam, you must go to the TRICARE Service Center at the Naval Hospital to enroll yourself and all dependents in the TRICARE program for this region.  All dependents are automatically transferred to TRICARE Standard until enrollment. The TRICARE Service Center is open Monday – Friday from 8:00 a.m. to 4:00 p.m.
 
Your family must be command sponsored to enroll in TRICARE Prime. Bring a copy of the sponsor’s orders or command sponsorship letter to verify command sponsorship status.

You may choose a Primary Care Provider located at the Naval Hospital or one located at the Branch Clinic on Naval Base Guam.

SOBRIETY CHECKPOINTS ON NAVAL BASE GUAM
The Patrol Division conducts random checkpoints authorized by the Commanding Officer of Naval Base Guam. They are requesting your cooperation and patience. The purpose of these safety and sobriety checkpoints is to deter individuals from driving under the influence of any alcohol and or drugs and to increase safety of all personnel on board the installation. Make the right decision and choose not to DRINK AND DRIVE! 
 
Naval Base Guam has a Zero Tolerance policy for driving under the influence of alcohol. There is no blood alcohol concentration standard on base, if you have any trace of alcohol in your system you will be subjected  to a field sobriety test.
 
USO GUAM
The Guam USO is located inside the Royal Orchid Hotel on the first floor. The address is:

Visit the center for a relaxing atmosphere that includes free internet, television, movies, and video games. Refreshments are available in a quiet place you can call your “home away from home". Military UD's are required for entry.
 
The friendly staff and volunteers will assist you with information about Guam, and can help you with any transportation or lodging needs you may have.  The USO also provides literature and information about special military programs and discounts available on the island.

Sunday - Thursday        8:00 a.m. to 10:00 p.m.
Friday and Saturday      8:00 a.m. to midnight.

Childcare
The Child Development Center (CDC) is open for both full-time or drop-in care. Drop-in care is first-come-first serve, if there is space available.  If drop-in care is full, Child Development Homes are available.  Hours of operation are: Mon-Fri 6:00 a.m. to 5:30 p.m.  For more information about childcare both on and off-base and enrollment call (671)564-1844.
 
Naval Base Guam has Youth and Teen Centers available on base.  They are open before and after school and busing to and from DoDEA schools is available.  The Youth and Teen Centers run a summer program during the DoDEA summer breaks.  Call (671)339-6110 for registration and information.

If you live off base, you are responsible for all utilities which include making all arrangements for connection as well as disconnection.  If you live on base, power and water is paid for by DoD, but internet, cable television, and telephone are at the tenant’s expense.  Please contact the following utility providers for more information:
