Deputy Sector Commander PhotoAs Deputy Sector Commander, Commander Graves serves as the Sector Commander’s Senior Advisor and Safety Officer, and in the absence of the Sector Commander, serves as the Acting Sector Commander, Alternate Captain of the Port, Alternate Federal Maritime Security Coordinator, Alternate Federal On-Scene Coordinator, Acting Search and Rescue Mission Coordinator and Acting Officer in Charge Marine Inspection. 

Prior to Sector Guam, Commander Graves was the Chief, Security/Response Department, Asia-Pacific International Port Security Program Coordinator at Activities Far East (FEACT), Yokota Air Base, Japan.  FEACT’s responsibilities included marine safety/security missions and international engagement with 47 countries and territories in Asia, the Pacific and Africa. During his first two years at FEACT, Commander Graves also served as the International Port Security Liaison Officer (IPSLO) to Japan, Taiwan, Russian Federation, Hong Kong Special Administrative Region, Republic of Madagascar, Union of the Comoros, Republic of the Marshall Islands (RMI), Federated States of Micronesia (FSM) and the Republic of Palau as well the Asia-Pacific Economic Cooperation (APEC) Maritime Security Experts Sub-Working Group and the Secretariat of the Pacific Community (SPC) Regional Maritime Programme.  

Before FEACT, Commander Graves served at U.S. Coast Guard Headquarters as a “Head of Delegation” for the International Port Security Program and was a liaison to Customs and Border Protection’s Container Security Initiative Program.  Commander Graves was also assigned as the Deputy Incident Commander for Salvage, Wreck and Debris removal following Hurricanes Katrina and Rita.   

Previous Coast Guard assignments include Supervisor, Marine Safety Detachment Santa Barbara, California; Operations Center/Vessel Traffic System/Waterways Management Supervisor, Marine Safety Office New Orleans, Louisiana; Marine Inspector/Investigating Officer, Marine Safety Office New Orleans, Louisiana; and Special Projects Officer at U.S. Coast Guard Headquarters, Marine Environmental Protection Division and Marine Environmental Standards Division. 

Commander Graves holds a Master of Science Degree in Environmental Policy and Management from the University of Nevada Las Vegas, a Master of Science Degree in Environmental Geology from Ohio University and a Bachelor of Science Degree in Geology from Edinboro University of Pennsylvania.
