Captain Ferguson received a direct commission after graduating as the top deck cadet from Massachusetts Maritime Academy Class of 1983.  In 1991, Captain Ferguson attended the Naval War College and College of Command and Staff, and later achieved his Masters in Business Administration with a focus in International Maritime Affairs from Old Dominion University in 1997.

Captain Ferguson's first assignment was Marine Safety Office Memphis where he served as a marine inspector, Assistant Chief of Port Operations, and Chief of Marine Casualty Investigations.  He served his next assignment at Marine Safety Detachment, Ponce, PR with follow on tours at Thirteenth Coast Guard District Marine Safety Division as the Chief, Maritime Security and Readiness Branch, and Marine Safety Office Juneau as Chief of Vessel Inspections, Chief of Marine Casualty Investigations, Chief of the Regional Examination Center, Fishing Vessel Safety Coordinator, and Incident Command System Planning Chief. 

After a tour at graduate school, Captain Ferguson was assigned at USCG Headquarters as a Marine Safety Program Analyst and International Maritime Information Safety System (IMISS) and Forecasting Standard View CG program modelling developer.  From there he served as Executive Officer of Marine Safety Office Tampa, and then as a Commanding Officer of Vessel Traffic Service Puget Sound. 

Captain Ferguson's next assignment was as Commanding Officer, Marine Safety Office Buffalo and then Sector Commander of Sector Buffalo.  Captain Ferguson most recently completed a tour as the Chief of Prevention at Coast Guard District Seven where he served on two national working groups to shape the Coast Guard Reserve program and the Marine Safety program within the Coast Guard.  Also during this tour, Captain Ferguson served as the USCG Deputy Incident Commander at the Florida Peninsula Incident Command Post in response to the Deepwater Horizon oil spill and attended the National Defense University and Joint Forces Staff College and completed the Homeland Security Planners Course.

Captain Ferguson took command of Coast Guard Sector Puget Sound in 2010.

Captain Ferguson's personal awards include five Meritorious Service Medals, three Coast Guard Commendation Medals, the DOT 9-11 Medal, Navy Achievement Medal and the Commandant's Letter of Commendation.
