In 1988, Congress passed the Commercial Fishing Industry Vessel Safety Act (CFIVSA). This
act required the Coast Guard to issue new regulations for safety equipment and operating
procedures for fishing, fish tender, and fish processing vessels. It also required the
Coast Guard to tighten casualty reporting requirements.
Congress passed this act because the fishing industry proves every year that it is one of
the most dangerous occupations in this country.
These regulations apply to all commercial fishing vessels, whether they are documented
(greater than 5 net tons) or state registered, although requirements vary in scope depending
on the area of operation, size of vessel, and manning.
