Commander Heather Morrison


Commander Reed enlisted into the U.S. Coast Guard in 1992 and received his commission from Officer Candidate School at TRACEN Yorktown in 1996. His assignments have included tours at USCG Headquarters Office of Port & Facility Activities, Resident Inspection Office St. Croix-U.S. Virgin Islands, Marine Safety Office San Juan, Marine Safety Office/Group Los Angeles-Long Beach, the National Strike Force Coordination Center & Coast Guard Station Pensacola & CGC Chincoteague. Throughout his enlisted and commissioned service to the Coast Guard, Commander Reed developed expertise in Small Boat Operations, Search & Rescue Planning, Pollution Response, Waterways Management, Vessel Inspections, Fisheries Enforcement, Incident Management, and Contingency Planning. In July 2011, he received orders to U.S. Coast Guard Activities Europe to serve as an International Port Security Liaison Officer throughout Europe and Africa. He also served as the program’s liaison to the European Commission and assisted in the development of protocols for mutual recognition of port security standards between EU member states and the U.S. During the summer of 2013, he fleeted up to the position of Chief, International Port Security Department. In this capacity, he oversaw engagements towards fulfilling the congressional mandate to assess anti-terrorism measures and monitored implementation of the International Ship and Port Facility (ISPS) Code at the overseas ports in 82 maritime nations in Africa, Europe and The Middle East. He assumed the duties of Deputy Commander of SECTOR Long Island Sound in July 2015.

Commander Reed received his Bachelor of Arts Degree from Alcorn State University and also earned his Master of Business Administration.

When not involved in his Coast Guard duties, Commander Reed enjoys watching Barclays Premier League Football/Soccer (as well as old karate movies), playing Ultimate Frisbee, swimming, running, reading and listening to music. He is married to the former Jacqueline Heiss of Santé Fe, New Mexico and has four children (Kevin, Maya, Harper, & Jack).
