Captain Cubanski assumed the duties as Sector Commander, Long Island Sound on June 28th, 2013 after having served as the Response Division Chief from 2012 to 2013 and as the Incident Management Branch Chief from 2010 to 2012. There, he provided operational oversight to a region of 26 states and the Gulf of Mexico as well as serving as Regional Response Team (RRT) Co-chair for Regions6, 7, and 8. Prior to that assignment, he served as Commanding Officer at Air Station New Orleans, Louisiana from 2008 to 201, where he led responses to Hurricane Gustav and the rescue of crews from Deepwater Horizon Oil Reg explosion.
From 2006 to 2008, he served as Executive Officer of Air Station Atlantic City, New Jersey where he helped direct the standup of the Coast Guard’s Rotary-Wing Air Intercept mission in the National Capital Region in Washington, DC protection mission. From 2003 to 2005, he was assigned as the Operations Officer at Helicopter Interdiction Tactical Squadron Jacksonville, Florida where he flew the MH 68A helicopter and conducted or oversaw counter-drug operations shipboard deployments in the Caribbean and Eastern Pacific. Under his astute leadership, 72 ‘go-fast’ vessels were interdicted and 98 tons of cocaine seized valued at $6.2 billion.
Prior to those duties, he served at Coast Guard Headquarters in Washington, DC as the Airborne Use of Force Manager and Contracting Officer’s Technical Representative overseeing an $11 million annual contract as well as managing both the Ship-Helicopter and Polar Operations programs. There he teamed with other offices to refine the Maritime Law Enforcement Manual’s Airborne Use of Force Doctrine. In addition, he championed and led the outfitting of 42 Coast Guard Cutters with Night Vision Goggle equipment to improve shipboard-helicopter operation safety.
Other assignments include Senior Aviator at the Polar Operations Division at Aviation Training Center Mobile deploying to Antarctica and the Arctic, HH-65 Aircraft Commander at Air Station Miami, and Naval Flight Training in Pensacola, Florida where he was awarded his “Wings of Gold” in October 1992. He also served as the Assistant Engineering Officer aboard CGC HAMILTON and Engineering-Officer-In-Training aboard Coast Guard Cutter CHASE
A native of Norwich, Connecticut, Captain Cubanski graduated from Norwich Regional Vocational Technical High School in the Electrical Trade in 1984, graduated from the United States Coast Guard Academy in 1988 with a Bachelor of Science Degree in Electrical Engineering. In 2004, he was awarded a Masters Degree in Aviation Business Administration from Embry-Riddle Aeronautical University. He has logged over 3,050 flight hours as a Coast Guard Aviator and is also an Eagle Scout with six palms.
His military awards include five Meritorious Service Medals, three Coast Guard Achievement Medals, and several other personal and unit awards.
