Captain Cubanski arrives at Sector Long Island Sound having served as the Response Division Chief from 2012 to 2013 and as the Incident Management Branch Chief from 2010 to 2012 at the Eighth Coast Guard District in New Orleans, Louisiana. There, he provided operational oversight to a region of 26 states and the Gulf of Mexico leading and managing Search and Rescue, Marine Environment Response, Law Enforcement, and Intelligence programs. Before his arrival on the Eighth District Staff, he served as Commanding Officer at Air Station New Orleans, Louisiana from 2008 to 2012, where he led responses to Hurricane Gustav and the rescue of crews from the Deepwater Horizon Oil Rig explosion.

From 2006 to 2008, he served as Executive Officer of Air Station Atlantic City, New Jersey where he helped direct the development and standup of the Coast Guard’s Rotary-Wing Air Intercept mission for protection of the National Capital Region in Washington, DC. From 2003 to 2005, he was assigned as the Operations Officer at Helicopter Interdiction Tactical Squadron Jacksonville, Florida where he flew the MH 68A ‘Stingray’ helicopter and conducted or oversaw shipboard deployments throughout the Caribbean and Eastern Pacific in support of counter-drug operations. Under his astute leadership, 72 ‘go-fast’ vessels were interdicted and 98 tons of cocaine seized valued at $6.2 billion.

Prior to these duties, Captain Cubanski served as the Airborne Use of Force Manager and Contracting Officer’s Technical Representative overseeing an $11 million annual contract as well as managing both the Ship-Helicopter and Polar Operations programs at Coast Guard Headquarters in Washington, DC from 2000 to 2003. There he teamed with other distinguished individuals to refine the current Maritime Law Enforcement Manual’s Airborne Use of Force Doctrine. In addition, he championed and led the outfitting of 42 Coast Guard Cutters with Night Vision Goggle Equipment to improve shipboard-helicopter operation safety.

Other assignments include serving as a Senior Aviation at the Polar Operations Division at Aviation Training Center Mobile from 1998 to 2000, HH-65 Aircraft Commander at Air Station Miami, Florida from 1992 to 1998, and Naval Flight Training in Pensacola, Florida from 1991 to 1992 where he was awarded his “Wings of Gold” in October 1992. He also served as the Assistant Engineering Officer aboard CGC HAMILTON from 1990 to 1991 and Engineering-Officer-In-Training aboard Coast Guard Cutter CHASE from 1998 to 1990.

A native of Norwich, Connecticut, Captain Cubanski is a 1984 graduate of Norwich Regional Vocational Technical High School in the Electrical Trade and a 1988 graduate of the United States Coast Guard Academy with a Bachelor of Science Degree in Electrical Engineering. In 2004, he was awarded a Masters Degree in Aviation Business Administration from Embry-Riddle Aeronautical University. Captain Cubanski is also an Eagle Scout.

Captain Cubanski has logged over 3,050 flight hours as a Coast Guard Aviator. His military awards include five Meritorious Service Medals, three Coast Guard Achievement Medals, and several other personal and unit awards. CAPT Cubanski is married to Shirley Cagle of Saratoga Springs, New York. They have two children; Zoe, ten and Lily, eight.
