Captain Raymond Perry was raised in Newport, RI and in September 1976 began U. S. Air force basic
training in San Antonio, TX . In 1978 he transferred from the U.S. Air force to the Rhode Island Air
National Guard (RIANG).
While assigned to the RIANG he attended the University of Rhode Island, graduating in 1983 with degrees in Fisheries and Marine Technology, and Geography and Marine Affairs. On May 14, 1984 he was commissioned a Coast Guard Ensign after completing Officer Candidate School.
Captain Perry has served in a variety of assignments including Deck and Weapons Officer aboard the 378 ft Coast Guard Cutter MIDGETT, in Alameda, CA, Port Operations Officer and Marine Environmental Protection Division Chief at Marine Safety Office San Francisco, Chief Port Operations at Marine Safety Office San Juan, Puerto Rico, as well as Executive Officer and Commanding Officer of Coast Guard Marine Safety Office Cleveland. In 1993 he worked as a Congressional and Regulatory Affairs Intern with Coastal States Organization in Washington, DC. He also served two tours at Coast Guard Headquarters, one tour as Chief of the Planning and Preparedness Division, Office of Response, where his responsibilities included the coordination of the United States participation in the Marine Environmental Protection Committee at the International Maritime Organization (IMO) in London, and was the US lead in IMOs Oil Pollution Prevention, Preparedness Response and Cooperation Convention (OPPRC) Working Group. Under the Auspices of the Arctic Environmental Protection Strategy, he led the US participation in the international Emergency Prevention, Preparedness and Response (EPPR) Working Group. During his second Headquarters tour, he was Chief of the Preparedness Division in the office of Response, where he also served as the Chair of the Preparedness Committee of the National Response Team (NRT). After the attacks of September 11, 2001, he helped draft Homeland Security Presidential Directive 5 (HSPD-5) and was credited with ensuring the existing National Contingency Plan (NCP) was recognized in the emerging Homeland Security Policies and Plans.
Prior to assignment to Sector Southeastern New England, Captain Perry was the Deputy Commander of Sector San Juan, PR.
Captain Perry's awards include the Meritorious Service Medal (3); Coast Guard Commendation Medal (3); Coast Guard Achievement Medal and numerous others.
