Captain Robert L. Whitehouse
Community Services Command
Captain Robert Whitehouse is the Commanding Officer of the
Coast Guard Community Services Command where he is responsible for the
leadership and operations of the Coast Guard Exchange System (CGX) and
program management for the Coast Guard’s Morale, Well-Being, and Recreation
(MWR) programs. CGX operates 66 stores and 49 satellite exchanges, with
average annual sales of $160 million. CGX operations generate approximately
$4 million in profits that fund MWR programs Service-wide, and are used to
recapitalize CGX facilities. Coast Guard MWR programs provide a valuable
non-pay compensation benefit to active duty members, their families, and
other eligible patrons in support of mission readiness and retention.
Captain Robert L. Whitehouse was most recently Chief of Planning and Force
Readiness, First Coast Guard District from June 2010 to June 2014, after
having served in Coast Guard Headquarters as the Deputy Chief of Budget
Development for the Deputy Commandant for Operations. He has served in a
variety of assignments, specializing in surface operations and finance.
His initial afloat tour was as a Deck Watch Officer and 1st Lieutenant
aboard USCGC Acushnet (WMEC-167), home-ported in Gulfport, MS and then
Eureka, CA after a homeport change in 1990. In October 1991, he reported to
the Primary Crew Assembly Facility in New Orleans, LA after receiving orders
to pre-commission USCGC Roanoke Island (WPB-1346). Following builder and
acceptance trials, he led their transit from New Orleans, LA to Homer, AK,
serving until 1994 as her first Commanding Officer. From 1994 to 1998, he
served as the Budget Coordinator for the Office of Law Enforcement at Coast
Guard Headquarters in Washington D.C. and following post graduate school,
was assigned as the Comptroller at the Coast Guard’s Integrated Support
Command in Seattle, WA from 2000 to 2003. From 2003 to 2005, he served as
the Operations Officer and then Deputy Group Commander for Coast Guard Group
Atlantic City, NJ.
Captain Whitehouse graduated from the U.S. Coast Guard Academy in 1989 with
a Bachelor’s Degree in Mathematical and Computer Sciences. He earned a
Master’s Degree in Business Administration from the Robert H. Smith School
of Business at the University of Maryland in 1999.
Captain Whitehouse’s awards include the 9-11 Service Ribbon, two Defense
Service Medals, the Global War on Terrorism Service Medal, the Commandant’s
Letter of Commendation, the Coast Guard Achievement Medal (with operational
‘O’ device), four Coast Guard Commendation Medals (with operational ‘O’
device) and the Meritorious Service Medal.
He is married to the former Mary Cress of Eureka, California. They have two
children, Elizabeth 19 and Bobby 18, and reside in Chesapeake, VA.
