You have many educational opportunities available through the Coast Guard
Voluntary Education Program. Let
me help you explore the possibilities.
*The ESO travels extensively throughout our AOR and may be out of office from time to time. Please contact the ESO by phone to schedule an appointment.
The Learning Center is open weekly from 0700 to 2100
including Saturdays and Sundays. Please contact the Base LA-LB Officer of the
Day for access during these hours if case the building has been secured at
310-345-5941.
The Learning Center has 12 Coast Guard Workstations, 8 non-Coast Guard
terminals and the building is set up for WiFi.
The Base LA-LB Education Services Officer provides these services to our AOR customers:
Tuition Assistance (TA)
As of 1 November we will
be moving to the electronic Tuition Assistance (T/A) program here at ISC
San Pedro and Sector/Station LA/LB.
Go to Navy Knowledge (NKO) on-line and create a password and ID (
https://wwwa.nko.navy.mil/portal/home/ )
user ID and password. Once
this is accomplished you can submit your T/A request via the e-T/A
website https://eta.cnet.navy.mil/
. Follow the prompts to
submit for a new application.
Read all of the instructions and fill in the appropriate boxes.

End-of-Course Tests
CLEP and DANTES Exams
All active duty members and their spouses,
reservists, and CG civilians are eligible to take CLEP tests or DANTES
Subject exams through the Education Services Office.
A list of available test may be obtained by calling the learning
center.. Study materials,
including some DVDs, may be ordered by visiting the Learning Center.
SAT and ACT Exams
All active duty and reserve personnel are eligible to take SAT and ACT
entrance exams. Exams must be
ordered through the Education Services Office.
SAT exams are not available between 30 June and 1 October
annually. Requests for these
tests should be made at least four weeks in advance of the testing
session.
Coast
Guard Foundation Education Grant
The CG Foundation sponsors a program where enlisted members may be
reimbursed up to $850 per calendar year for school costs not covered by
TA (i.e., books, enrollment/graduation fees, and other miscellaneous
fees). You must submit CGI Form 1560-10a (Rev 1/07) and CG Foundation
Itemized List of Expenses.

Officer Accession Programs
Information about CG commissioning programs is available in the
Education Services Office.
Applicants must meet pre-established program application deadlines in
order to be considered by the respective program selection panel.
Once eligibility for a program is determined, applicants complete
the requirements for the application package.
Applicants are required to sit for a local Officer Interview
Board once all other package requirements are completed.

GI Bill Top Up
Once eligibility for the
any of the current Education Benefits offered by the Veterans
Administration has been established, members may use the their
entitlement to offset the cost of their education. Top-up can pay the
difference between the actual cost of a college course and the amount TA
covers. This is called a “Top Up”
benefit. Once TA is approved for
a course, the TA authorization is sent to the VA for “Top Up” payment to
the member for the remaining course cost.

Basic Skills Refresher
Basic skills development
help is available if you have some doubts about whether you’re ready to
take college courses. One way to
check your readiness and build confidence, without actually signing up
for a course, is to take a basic skills refresher course on-line.
The Army offers one such course – for free – at www.march2success.com . Here you can create an account to access such topics as:
Preparing for standardized tests (grammar, vocabulary, reading
and writing skills, basic math, algebra, geometry, and science); Study
Skills/Strategies; and SAT/ACT study tools and practice tests.
Career Planning
The ESO has tools
available to assist in career and professional development. These tools
are designed as a guide and help a member determine strengths and
weakness while mapping out long term goals to success. In addition; the
ESO will assist in college planning by providing information on colleges
and universities that meet your specific need. Information on
financial options and are available to both active duty
personnel, Coast Guard Civilians and their families.
