The Cutters were established in September 1989 initially as an informal group specializing in jazz and stage band music. The original group, "U.S. Coast Guard Headquarters Employees Band," was 17 members strong. In December 1989 the band was officially authorized by VADM Bruce Beran, former Chief of Staff, and renamed "U.S. Coast Guard Headquarters Band." Performances were highlighted by appearances at the 1990 Gala Bicentennial Salute to Women in the Coast Guard and the Chief of Staff's Change of Command.

The current band, "The Coast Guard Cutters", includes both Military and Civilian employees assigned to Coast Guard Headquarters.

The Cutters are under the directorship of Steve Wolf, who joined the band in 1993 and formed the Cutters in 1994. Since that time, the Cutters have performed for a wide variety of events highlighted by performances at the DOD Joint Services Open House at the Annual Andrews AFB Air Show (each year from 1995 to 2007), the Commandant's State of the Coast Guard Address (2003-2007) and the Coast Guard Ball (2002-2007). The Cutters also perform several concerts in the Coast Guard Headquarters cafeteria each year for the enjoyment of all CGHQ employees, most notably the annual Holiday Concert with the Coast Guard Headquarters Chorus.

Other performing musical groups include the Coast Guard Headquarters Ceremonial Band, Brass & WoodWind Ensemble and the Capitol Cutters (jazz combo).
