1. PURPOSE. THIS MESSAGE FORMALLY ANNOUNCES THE INTENT TO ASSESS THE SUITABILITY FOR MEMBERSHIP OF EACH MEMBER, AND PROSPECTIVE MEMBER, OF THE COAST GUARD AUXILIARY, AND LAYS DOWN SPECIFIC PLANS, POLICIES AND PROCEDURES TO ACCOMPLISH THAT END.

2. BACKGROUND. SINCE ESTABLISHMENT OF THE US COAST GUARD AUXILIARY BY LAW IN 1939, THIS ORGANIZATION OF VOLUNTEERS HAS PLAYED A VITAL ROLE IN SUPPORT OF COAST GUARD MISSIONS. AS THE LEADING VOLUNTEER ORGANIZATION IN THE DEPARTMENT OF HOMELAND SECURITY, THE ROLE OF AUXILIARY FORCES HAS SIGNIFICANTLY EXPANDED IN THE AREA OF MARITIME SECURITY. MOST SIGNIFICANT IS ON-THE-WATER AND IN-THE-AIR SUPPORT TO THE PORTS, WATERWAYS AND COASTAL SECURITY MISSION (PWCS) AND TO DEVELOP MARITIME DOMAIN AWARENESS. FOLLOWING EVENTS OF 11 SEP, THE AUXILIARY SET THE NATIONS STANDARD FOR VOLUNTEERISM AND PATRIOTISM. ON OUR COASTS, BAYS, RIVERS AND LAKES, THE AUXILIARY SUPPORTED THE CGS MHLS AT UNPRECEDENTED LEVELS - CONDUCTING MULTI-MISSION HARBOR SAFETY PATROLS, PROVIDING ADMINISTRATIVE SUPPORT, AND BACKFILLING AT STATIONS FOR B-0 SAR STANDBY DUTIES. TO INCREASE THEIR OVERALL READINESS AND CAPABILITY, THE AUXILIARY INITIATED OPERATION PATRIOT READINESS AND NOW STANDS READY TO SUPPORT THE COAST GUARD ACROSS THE BOARD AT EVEN HIGHER LEVELS WITHIN THE MARITIME DOMAIN OF PORTS WATERWAYS AND COASTAL SECURITY. SOME IMPRESSIVE STATS CY TO DATE: AUXILIARISTS SAVED 332 LIVES,ASSISTED 9,548 OTHERS, AND CONDUCTED 102,620 VESSEL SAFETY CHECKS AND 1236 COMMERCIAL FISHING VESSEL SAFETY EXAMS. AUXILIARISTS SPENT OVER 11,000 HOURS IN THE AIR, 170,000 HOURS ON SURFACE PATROLS, AND OVER 58,000 HOURS IN THE CLASSROOM CONDUCTING PUBLIC EDUCATION. WITH AN INCREASED FOCUS ON PERSONNEL SECURITY AND INCREASED PARTICIPATION IN THE COAST GUARDS SECURITY-RELATED MISSIONS, ALL AUXILIARISTS SHALL UNDERGO AN APPROPRIATE LEVEL OF BACKGROUND CHECK. POLICIES CONTAINED HEREIN WILL BE INCORPORATED IN CHANGES TO REFS A AND B.

3. DISCUSSION. TO FACILITATE THIS EFFORT AND TO MITIGATE THE IMPACT, TWO CATEGORIES OF AUXILIARY PARTICIPATION ARE ESTABLISHED -"DIRECT OPERATIONAL," AND "OPERATIONAL SUPPORT." "DIRECT OPERATIONAL" IS DEFINED AS AUXILIARISTS WHOSE QUALIFICATIONS INVOLVE SURFACE OPERATIONS, AIR OPERATIONS, OPERATIONS PLANNING, INTERPRETERS, CMDCEN/OPCEN/COMMS WATCHSTANDING, FIXED AND MOBILE RADIO FACILITY OPERATORS, AND PORT SECURITY. "OPERATIONAL SUPPORT" IS DEFINED AS THE BALANCE OF AUXILIARY MEMBERSHIP.

4. IMPLEMENTATION. AUXILIARISTS INVOLVED IN "DIRECT OPERATIONAL" ACTIVITIES SHALL SUBMIT THE DOCUMENTS NEEDED TO COMPLETE A BACKGROUND CHECK EQUIVALENT TO THAT PRESENTLY REQUIRED TO BE ELIGIBLE FOR A SECRET CLEARANCE (I.E. A NATIONAL AGENCY CHECK WITH LAW AND CREDIT (NACLC)). THE RESULTING BACKGROUND INFORMATION SHALL BE EVALUATED ACCORDING TO CRITERIA ASSOCIATED WITH CLASSIFIED ACCESS. AUXILIARISTS INVOLVED IN "OPERATIONAL SUPPORT" MUST UNDERGO A FINGERPRINT CHECK TO VERIFY DATA PROVIDED ON THE AUXILIARY ENROLLMENT APPLICATION FORM. RESULTS OF THE CG PROCESS WILL BE INCORPORATED IN TO THE COAST GUARDS SECURITY CENTER (SECCEN) PERSONNEL SECURITY SUITABILITY DATABASE AND ENTERED INTO AUXDATA BY SECCEN PERSONNEL. VISIBLITY WILL BE LIMITED TO DHS AND THE FEDERAL OFFICE OF PERSONNEL MANAGEMENT ON A NEED TO KNOW BASIS ONLY. AUXILIARISTS SHALL ONLY KNOW THAT THE RESULTS WERE FAVORABLE OR UNFAVORABLE. NO SPECIFIC OR PERSONAL DATA SHALL BE DISCLOSED TO OTHER MEMBERS OF THE AUXILIARY.

5. TRAINING/EQUIPMENT.

A. TRAINING. TRAINING OF AUXILIARIST FINGERPRINTING TEAMS AND TRAINING TO ENABLE TEAM MEMBERS TO PROVIDE FOR QUALITY ASSURANCE REVIEW AND PREPARATION ASSISTANCE OF THE SF 86 AND FINGERPRINT CARD WILL BE PROMULGATED SEPARATELY.

B. EQUIPMENT. FINGERPRINT KITS ARE BEING OBTAINED FOR DISTRIBUTION TO THE AUXILIARISTS FINGERPRINT TEAMS.

6. EXECUTION.

A. DECEMBER 2003 - AREA/DISTRICT COMMANDERS SHALL PRIORITIZE THOSE "DIRECT OPERATIONAL" QUALIFICATIONS, MISSIONS AND AUXILIARISTS MOST CRITICAL TO THE EFFORT, TO OPTIMIZE PHASED IMPLEMENTATION OVER THREE YEARS. ACCORDING TO THIS GUIDANCE, DISTRICT DIRECTORS OF AUXILIARY (DIRAUX) SHALL APPROPRIATELY TIME THE SUBMISSION OF REQUIRED FORMS TO THE CG SECURITY CENTER (SECCEN) FOR PROCESSING ACCORDING TO THE FOLLOWING SCHEDULE;

(SCHEDULE METHODOLOGY: ROUGHLY 1/3 DIRECT OPERATIONAL, 2/3 OPERATIONAL SUPPORT, DISTRIBUTED OVER THREE YEARS, AND PRO-RATED BY DISTRICT AUXILIARY MEMBERSHIP - ASSUMING ALL CURRENT AUXILIARISTS ELECT TO PARTICIPATE AND ABOUT 4000/YEAR ACCESSIONS. NEW MEMBERS WILL BE FINGERPRINTED AS THEY APPLY FOR MEMBERSHIP, AND THESE APPLICATIONS WILL BE PROCESSED AS THEY ARE RECEIVED, OUTSIDE THE CONTEXT OF THE QUOTA ALLOCATIONS ABOVE. FIELD UNITS WILL MARK NEW ACCESSIONS AS SUCH ON THE SUBMISSION PACKAGE.)

B. DEC 03 - ALL AUXILIARISTS WILL RECEIVE A JOINT NATIONAL COMMODORE/G-OCX LETTER AND DATA FORM TO INFORM THEM OF THE PROGRAM REQUIREMENTS ASSOCIATED WITH THESE BACKGROUND CHECKS. THEY WILL BE FORMALLY ASKED TO INDIVIDUALLY ACCEPT OR DECLINE A BACKGROUND CHECK. CONTINUED AUXILIARY MEMBERSHIP IS DEPENDENT ON PARTICIPATION, BUT AUXILIARISTS WILL BE ALLOWED TO OPT OUT OF THE "DIRECT OPERATIONAL" CATEGORY (I.E. NACLC), TO PARTICIPATE AT THE OPERATIONAL SUPPORT LEVEL (I.E. FINGERPRINT CHECK ONLY).

C. 1 FEB 04 - DATA FORMS DUE TO DIRAUX, FORWARD "AGREE" ONLY ASAP TO THE CG SECURITY CENTER (SECCEN) FOR PROCESSING. SECCEN COMMENCES AUXILIARISTS SECURITY CHECKS. DIRAUX SHALL NOT ENROLL AND ISSUE ID CARDS TO PROSPECTIVE AUXILIARISTS UNTIL RECEIVING A FAVORABLE FINGERPRINT CHECK. EXISTING AUXILIARISTS WHO LACK A DHS (I.E. NEW VERSION) AUXILIARY ID CARD SHALL BE ISSUED ONE UPON SUBMISSION OF VERSION) AUXILIARY ID CARD SHALL BE ISSUED ONE UPON SUBMISSION OF HIS/HER FINGERPRINT CARDS. AUXILIARISTS WHOSE STATUS CHANGES FROM "OPERATIONAL SUPPORT" TO "DIRECT OPERATIONAL" WILL REQUIRE A COMPLETED, FAVORABLE NACLC IN CONJUNCTION WITH THE QUALIFICATION PROGRAM, AND CONSISTENT WITH THE COMMANDERS PRIORITIES PER PARA 6.A. ABOVE.

D. NLT 1 MAR 04 - DATA FORMS DUE TO SECCEN AND FIRST MONTH DISTRICT QUOTA INPUT DUE TO SECCEN. E. 31 DEC 04 - AUXILIARISTS WHO DECLINED TO PARTICIPATE WILL BE REMOVED FROM THE AUXILIARY ROLLS VIA DISENROLLMENT OR RETIRED, AS APPROPRIATE. AUXILIARISTS WHO MEET THE CRITERIA FOR RETIRED STATUS MUST SUBMIT THEIR REQUEST AS OUTLINED IN THE AUXILIARY MANUAL. F. FY 04-06 - CONTINUE PRIORITIZED SURGE EFFORT TO CHECK CURRENT, PARTICIPATING AUXILIARISTS, TRANSITIONING (IN FY 07) TO A STEADY- STATE PROGRAM MANAGING YEARLY ACCESSIONS.

7. FOR "DIRECT OPERATIONAL" AUXILIARISTS, THE FOLLOWING FORMS MUST BE SUBMITTED, THROUGH THE DIRAUX, TO THE SECCEN, WITH THE FOLLOWING EXCEPTION - IF THE AUXILIARIST POSESSES A CURRENT FEDERAL SECURITY CLEARANCE, AND THE AUXILIARIST INDICATES THE SAME ON THE AUXILIARY DATA FORM THAT ACCOMPANIES THE LETTER DETAILED IN PARAGRAPH 6.B. ABOVE)

A. ON THE SF-86 QUESTIONNAIRE FOR NATIONAL SECURITY POSITIONS (1 ORIGINAL, 1 COPY WITH ORIGINAL SIGNATURES) THE APPLICANT MUST COVER THE PAST 7 YEARS OR TO THEIR 16TH BIRTHDAY, WHICHEVER IS LESS. BECAUSE THE INFO ON THE FORM IS PERISHABLE, IT IS IMPERATIVE THAT ITS SIGNED AND SUBMITTED ACCORDING TO THE PRIORITY SCHEME OUTLINED IN PARAGRAPH 5.A. ABOVE. THIS FORM MAY BE OBTAINED FROM THE CHIEF DIRECTORS INTERNET WEBSITE, WWW.CGAUX.INFO/G_OCX/, JETFORM FILLER, OR ADOBE, OR HARDCOPY THROUGH THE AUXILIARY NATIONAL SUPPLY CENTER (ANSC).

B. FD-258 APPLICANT FINGERPRINT CARD (3 ORIGINALS). THE NATIONAL AUXILIARY WILL PROMULGATE PRACTICAL GUIDANCE TO THE MEMBERSHIP ON ACCEPTABLE METHODS TO OBTAIN FINGERPRINTING SERVICES, TO INCLUDE LOCAL LAW ENFORCEMENT SOURCES, TRAINED AUXILIARY FINGERPRINT TEAMS, ETC. FINGERPRINT CARDS MAY BE OBTAINED THROUGH STANDARD AUXILIARY ORDERING PROCEDURES (ANSC), OR THROUGH ELC BALTIMORE, STOCK NUMBER 7530-00-F01-9400, UNIT OF ISSUE: CARD.

C. DOT FORM 1631 CREDIT RELEASE FORM (WILL EVENTUALLY BE REPLACED BY A SIMILAR DHS FORM). THIS FORM (NACLC SUBMISSIONS ONLY) IS AVAILABLE FROM JETFORM FILLER, OR ADOBE, THROUGH DIRAUX OFFICE.

8. FOR "OPERATIONAL SUPPORT" AUXILIARISTS, A FORM FD-258, (FINGERPRINT CARDS) MUST BE SUBMITTED TO THE DIRAUX OFFICE (2 ORIGINALS). FINGERPRINT CHECKS PURSUANT TO CHILD CARE EMPLOYMENT, FIREARM POSSESSION/LICENSING, EDUCATION CREDENTIALS, STATE OR LOCAL EMPLOYMENT, ETC ARE NOT REPEAT NOT VALID FOR THE PURPOSES OF THIS PROGRAM.
