THE EXECUTIVE POTENTIAL PROGRAM OFFERED BY THE U.S. DEPARTMENT OF AGRICULTURE (USDA) GRADUATE SCHOOL IS A LEADERSHIP DEVELOPMENT PROGRAM DESIGNED FOR SENIOR-LEVEL EMPLOYEES TO ENHANCE THEIR COMPETENCIES AND ASSIST THEM IN BECOMING MORE SUCCESSFUL LEADERS. THIS 12-MONTH PROGRAM IS BASED ON THE OFFICE OF PERSONNEL MANAGEMENT (OPM) EXECUTIVE CORE QUALIFICATIONS (ECQ) AND THE USDA GRADUATE SCHOOL LEADERSHIP EFFECTIVENESS INVENTORY, WHICH ALIGNS WITH THE 28 COAST GUARD LEADERSHIP COMPETENCIES. 2. APPLICANTS MUST BE FULL-TIME PERMANENT CIVILIAN EMPLOYEES AT THE GS 13-15 LEVELS, WAGE GRADE EQUIVALENT (WS-14 TO WS-18 AND WL-14/15), OR ACTIVE DUTY (O-4 AND O-5) MILITARY MEMBERS WHO HAVE DEMONSTRATED SIGNIFICANT MANAGERIAL OR EXECUTIVE POTENTIAL BUT HAVE HAD LIMITED FORMAL MANAGERIAL TRAINING. THE 2010-2011 PROGRAM SESSION IS 25APR10 TO 15APR11. THERE ARE FOUR QUOTAS AVAILABLE: THREE FOR CIVILIAN EMPLOYEES AND ONE FOR A MILITARY MEMBER. TEAM PROJECTS TO EXPLORE ISSUES FACING FEDERAL MANAGERS. D. COACHING BY A SENIOR EXECUTIVE MENTOR. E. FOUR ONE-WEEK RESIDENTIAL SESSIONS (INCLUDING THE ORIENTATION WEEK). F. INTERVIEWS OF FIVE SENIOR EXECUTIVES AND A "SHADOWING" ASSIGNMENT WITH A HIGH-LEVEL AGENCY OFFICIAL. G. TWO 60-DAY DEVELOPMENTAL WORK ASSIGNMENTS AWAY FROM THE CURRENT POSITION OF THE PARTICIPANT, TO PROVIDE EXPOSURE AND VISIBILITY AT THE HIGHEST LEVELS OF AGENCY LEADERSHIP. H. BENCHMARKING TO IDENTIFY OUTSTANDING LEADERSHIP PRACTICES. 4. TO APPLY: A.
