THE EXECUTIVE LEADERSHIP PROGRAM OFFERED BY THE USDA GRADUATE SCHOOL IS A LEADERSHIP DEVELOPMENT PROGRAM DESIGNED FOR MID-LEVEL EMPLOYEES. THIS PROGRAM PROVIDES LEADERSHIP TRAINING, DEVELOPMENTAL WORK EXPERIENCES, NEEDS ASSESSMENTS, AND CAREER PLANNING FOR HIGH- POTENTIAL FEDERAL EMPLOYEES TO PREPARE THEM FOR FUTURE POSITIONS AS LEADERS AND MANAGERS. THIS NINE MONTH PROGRAM IS BASED ON THE OFFICE OF PERSONNEL MANAGEMENT LEADERSHIP EFFECTIVENESS INVENTORY WHICH ALIGNS WITH THE 28 COAST GUARD LEADERSHIP COMPETENCIES. 2. APPLICANTS MUST BE FULL-TIME PERMANENT CIVILIAN EMPLOYEES AT THE GS 11-13 LEVELS, WAGE GRADE EQUIVALENT (WL AND WG 10-15), OR ACTIVE DUTY MILITARY (O-3 AND O-4) MEMBERS WHO ARE NOT SUPERVISORS OR ARE NEW SUPERVISORS WITH LESS THAN ONE YEAR OF SUPERVISORY EXPERIENCE. THERE ARE SIX AVAILABLE QUOTAS: FOUR CIVILIAN EMPLOYEE QUOTAS AND TWO MILITARY QUOTAS. 3. PARTICIPANTS WILL BE AWAY FROM THEIR REGULAR DUTIES FOR A MINIMUM OF FIVE MONTHS DURING THE PROGRAM YEAR.
