R 281633Z DEC 09 ALCOAST 716/09 COMDTNOTE 4600 SUBJ: GOVERNMENT TRAVEL CHARGE CARD DATA IN DIRECT ACCESS A. GOVERNMENT TRAVEL CHARGE CARD (GTCC) PROGRAM, COMDTINST 4600.14 (SERIES) 1. JPMORGAN CHASE (JPMC) GTCC DATA IS NOW BEING LOADED IN DIRECT ACCESS (DA) AND WILL BE UPDATED WEEKLY AND AT THE END OF EACH BILLING CYCLE WHICH IS THE TWELFTH OF THE MONTH. THE GTCC DATA IN DA IS IMPORTED FROM JPMC AND THE EFFECTIVE DATE OF THE DATA IS INDICATED. 2. COMMANDING OFFICERS AND SUPERVISORS ARE REMINDED OF THEIR RESPONSIBILITIES FOR MANAGING THE GTCC PROGRAM IN THEIR CHAIN OF COMMAND AS OUTLINED IN REF A, ENCL 1, SECTION P.4. SPECIFICALLY COMMANDS SHOULD BE USING THE GTCC REPORT IN DA TO MONITOR ACCOUNT STATUS, USAGE, AND OUTSTANDING BALANCES. APPROPRIATE MONITORING BY THE COMMAND CAN HELP REDUCE AND IDENTIFY INSTANCES OF MISUSE AND DELINQUENCY AND IDENTIFY ACCOUNTS THAT HAVE BEEN SUSPENDED OR CLOSED WHICH CAN IMPACT OVERALL UNIT READINESS. SINCE 28FEB09, WHICH IS THE DATE THE COAST GUARD STARTED USING THE JPMC GTCC, OVER 150 GTCC ACCOUNTS HAVE BEEN PERMANENTLY CLOSED DUE TO DELINQUENCY AND NUMEROUS OTHER ACCOUNTS HAVE BEEN PERMANENTLY CLOSED DUE TO MISUSE. DHS TRAVEL CARD POLICY DOES NOT ALLOW FOR THE REINSTATEMENT OF THESE ACCOUNTS. CURRENTLY THERE ARE 275 GTCC ACCOUNTS IN A SUSPENDED STATUS DUE TO DELINQUENCY. THERE ARE ALSO OVER 1200 GTCC ACCOUNTS THAT HAVE BEEN SUSPENDED BECAUSE STATEMENTS OR CARDS HAVE BEEN RETURNED TO THE BANK AS UNDELIVERABLE AT THE ADDRESS LISTED ON THE ACCOUNT. 3. INSTRUCTIONS ON GENERATING THE UNIT TRAVEL CHARGE CARD REPORT BY INDIVIDUALS WITH COMMAND USER ACCESS AND ACCESSING TRAVEL CHARGE CARD DATA AND BUSINESS EXPENSES FOR INDIVIDUALS ASSIGNED TO THE COMMAND CAN BE FOUND IN THE DA USER GUIDE UNDER SELF SERVICE FOR COMMANDS. B. INSTRUCTIONS FOR INDIVIDUAL GTCC CARDHOLDERS ON HOW TO VIEW THEIR CREDIT CARD DATA AND CREDIT CARD BALANCE CAN BE FOUND IN THE DA USER GUIDE UNDER SELF SERVICE FOR MEMBERS. 4.
