LEADERSHIP AND MANAGEMENT SCHOOL (LAMS), COMDTINST 1510.3 1. IAW REF A, COMPLETION OF LAMS IS A REQUIREMENT FOR ADVANCEMENT TO FIRST CLASS PETTY OFFICER (E-6). THIS REQUIREMENT APPLIES TO ALL ACTIVE DUTY AND RESERVE SECOND CLASS PETTY OFFICERS (E-5). 2. THE LEADERSHIP DEVELOPMENT CENTER (LDC) IS SOLICITING REQUESTS FROM UNITS INTERESTED IN HOSTING LEADERSHIP AND MANAGEMENT SCHOOL (LAMS) ON-SITE EXPORTABLE TRAINING FOR THE THIRD AND FOURTH QUARTERS OF FY-10. LAMS IS A UNIQUE 5-DAY COURSE WHICH DEVELOPS LEADERSHIP AND MANAGEMENT SKILLS FOR FIRST-LINE SUPERVISORS THROUGH AN EXPERIENCE-BASED CURRICULUM. ALL SUCCESSFUL LAMS GRADUATES WILL EARN 3 UPPER-DIVISION COLLEGE CREDITS IN ORGANIZATIONAL DEVELOPMENT FROM THE AMERICAN COUNCIL ON EDUCATION (A.C.E.). LESSON TOPICS INCLUDE COMMUNICATION, ETHICAL DECISION MAKING, MOTIVATION, STRATEGIC LEADERSHIP, PERFORMANCE APPRAISAL, AND PROBLEM SOLVING. THIS COURSE ADDRESSES 8 OF THE 28 CG LEADERSHIP COMPETENCIES: A. SELF-AWARENESS AND LEARNING B. EFFECTIVE COMMUNICATIONS C. INFLUENCING OTHERS D. MENTORING E. TEAM BUILDING F. DECISION MAKING AND PROBLEM SOLVING G. CONFLICT MANAGEMENT H. HUMAN RESOURCE MANAGEMENT 3. E-5S ARE THE TARGET AUDIENCE. E-6, 0-1, 0-2 (AD/RES), GS 9-11, WL (ALL), AUXILIARISTS (FC, VFC, FSO), AND NAF EMPLOYEES WILL BE CONSIDERED ON A CASE-BY-CASE BASIS WITH APPROVAL FROM THE LDC STAFF. MATURE, SENIOR E-4S IN A SUPERVISORY ROLE MAY ALSO BE CONSIDERED WITH COMMAND AND LDC APPROVAL. 4. RESERVE MEMBERS HAVE EXPERIENCED CHALLENGES IN ATTENDING LAMS AND BECOMING ELIGIBLE FOR ADVANCEMENT TO E-6. MANY OF THESE CHALLENGES ARE BEST RESOLVED AT THE LOCAL LEVEL. COOPERATION BETWEEN THE LEAD LAMS INSTRUCTOR, DESIGNATED UNIT POINT OF CONTACT (POC), SENIOR RESERVE ENLISTED MEMBER, AND COMMAND (MASTER/SENIOR) CHIEF AT THE HOST UNIT IS PARAMOUNT TO SUPPORT RESERVE ATTENDANCE. AMPLE NOTIFICATION TO RESERVE MEMBERS WILL PROVIDE MAXIMUM OPPORTUNITY FOR RESERVISTS TO ADJUST WORK SCHEDULES AND MAKE APPROPRIATE PLANS TO ATTEND THIS REQUIRED COURSE. 5. IN A HIGH OPTEMPO ENVIRONMENT, HOSTING AN ON-SITE EXPORTABLE LAMS COURSE CAN BE VIEWED AS A CHALLENGE, BUT THE TRAINING HAS PROVEN TO BE AN EXCELLENT INVESTMENT FOR UNITS. EXPORTABLE LAMS TRAINING PROVIDES VALUABLE LEADERSHIP TOOLS TO A LARGE NUMBER OF PEOPLE IN A SHORT AMOUNT OF TIME AT A LOW COST, AND DELIVERS A STANDARD LEADERSHIP CURRICULUM WHICH WILL HAVE A POSITIVE IMPACT ON MISSION EXECUTION. 6. UNITS INTERESTED IN HOSTING A LAMS COURSE MUST BE ABLE TO: A. ENSURE A MINIMUM OF 24 STUDENTS ARE PRESENT FOR THE ENTIRE COURSE (ON NO-COST LOCAL ORDERS). SIGNIFICANT EFFORT SHOULD BE MADE TO ENSURE AS MANY MEMBERS WITHIN THE TARGET AUDIENCE (E-5S) POPULATE THE CLASS ROSTER. NOTE: STUDENTS ATTENDING LAMS SHOULD BE CONSIDERED TAD DURING THE TRAINING WEEK AND UNAVAILABLE TO PERFORM OTHER DUTIES. PER REF A, RESERVISTS ARE AUTHORIZED TO UTILIZE IDT, ADT-AT, OR ADT-OTD FOR EXPORTABLE TRAINING. RESERVISTS ARE ALSO AUTHORIZED RESIDENT TRAINING QUOTAS AND SHOULD ENSURE ADT OR ODT ORDERS ARE ISSUED, AS APPROPRIATE, IN ADDITION TO TRAVEL ORDERS NEEDED FOR TRAINING. B. ASSIGN A SINGLE POINT OF CONTACT (POC) TO FILL QUOTAS AND COORDINATE ALL LOGISTICS FOR THE COURSE. THIS POC IS CRITICAL TO A SUCCESSFUL WEEK AND SHALL BE AVAILABLE TO THE LAMS TEAM LEADER UNTIL COMPLETION OF THE COURSE. POCS SHOULD CAREFULLY REVIEW REF A ON POLICY AND PROCEDURES FOR ENROLLING THEIR HOSTED CLASS IN DIRECT ACCESS (DA). C. GENERATE A CLASS ROSTER AND SEND IT TO THE DESIGNATED LEAD INSTRUCTOR 15 DAYS PRIOR TO CLASS CONVENING.
