R 272152Z DEC 12 ALCOAST 546/12 COMDTNOTE 5810 SUBJ: GENERAL ORDERS OF SERVICE WIDE APPLICATION A. Coast Guard Directives System, COMDTINST M5215.6F 1. Article 92 of the Uniform Code of Military Justice and the Manual for Courts-Martial (2012 ed.), Part IV, Para. 16, permit flag and general officers in command and officers having general court-martial jurisdiction to issue general orders. General orders are binding on all members of the command. 2. Notwithstanding Ref (A), the ALCOAST messages referenced herein are recapitulated and therefore continue in effect: A. ALCOAST 297/09, prohibiting possession or use of salvia divinorum or products containing salvia divinorum. B. ALCOAST 012/10, prohibiting members from texting while operating a government vehicle, while on official business, or while using government-supplied equipment. C. ALCOAST 605/10, prohibiting the wrongful use and possession of certain substances including controlled substance analogues, products that contain synthetic cannabinoid compounds, and other non-controlled substances. D. ALCOAST 380/11, requiring Coast Guard members to wear seat belts when they are in any moving vehicle, on or off duty, and to wear motorcycle helmets. 3. This is not an exhaustive list of all Commandant-issued general orders. It contains only those general orders that were issued via an ALCOAST message.
