COAST GUARD INDIVIDUAL DEVELOPMENT PLAN (IDP), COMDTINST 5357.1 (SERIES) C. MANDATORY USE OF THE TRAINING MANAGEMENT TOOL (TMT), COMDTINST 5270.2 (SERIES) 1. REF (A) ANNOUNCED THE COMMANDANTS COMMITMENT TO CAREER DEVELOPMENT FOR ALL COAST GUARD MEMBERS BY INCREASING RETENTION THROUGH IMPROVED MANAGEMENT STRATEGIES. THIS DIRECTLY SUPPORTS THE SERVICE'S BROADER LEADERSHIP AND DIVERSITY ACTION PLAN. 2. ONE OF THESE MANAGEMENT STRATEGIES INCLUDES EXPANDING THE USE OF THE INDIVIDUAL DEVELOPMENT PLAN (IDP) TO ENCOURAGE AND SUPPORT A MEMBER'S PROFESSIONAL DEVELOPMENT. THIS INITIATIVE SPECIFICALLY REQUIRES ENLISTED E-6 AND BELOW, O-1S THROUGH O-4S AND ALL CWO2S, TO COMPLETE AN IDP DURING THE APPROPRIATE MID EVALUATION PERIOD. THIS INITIATIVE ALSO PROVIDES MILITARY MEMBERS AN OPPORTUNITY FOR PERSONAL, PROFESSIONAL AND EDUCATIONAL GROWTH THROUGHOUT THEIR CAREER. 3. IN SUPPORT OF REFERENCE (A), THE OFFICE OF LEADERSHIP AND PROFESSIONAL DEVELOPMENT (CG-133) IS CONDUCTING A ONE YEAR PILOT PROGRAM TO IDENTIFY WAYS TO IMPROVE THE PROCESS IN ORDER TO MAXIMIZE THE VALUE AT THE INDIVIDUAL AND UNIT LEVEL, WHILE ALSO MINIMIZING THE ADMINISTRATIVE WORKLOAD ASSOCIATED WITH THIS EXPANDED PROGRAM. 4. THANK YOU TO THOSE THIRTY-EIGHT UNITS WHO HAVE VOLUNTEERED TO BE PART OF THE PROCESS IMPROVEMENT EVALUATION (PILOT PROGRAM). MLCLANT, NAVCEN, CGC JARVIS, CGC JUNIPER, STATION CAPE DISAPPOINTMENT, AND AIR STATION NORTH BEND ARE LEADING THE WAY. OTHER UNITS THAT VOLUNTEERED ARE LISTED AT HTTP://USCG.MIL/LEADERSHIP/. TO THOSE UNITS NOT PART OF THIS PILOT PROGRAM WHO HAVE READY TAKEN STEPS TO IMPROVE AND EXPAND THE IDP PROGRAM, YOUR INPUT IS WELCOMED AND ENCOURAGED TO HELP ESTABLISH BEST PRACTICES. 5. UNIT COMMANDING OFFICERS INVOLVED IN THE PILOT PROGRAM WILL IMPLEMENT THE NEW IDP REQUIREMENTS CONTAINED IN PARAGRAPH 2 AND ENSURE THAT COMPLETED IDPS ARE ENTERED INTO AND TRACKED BY TMT IAW REF (C). REF B PROVIDES GUIDANCE ON THE IDP PROGRAM AND IS VALUABLE TOOL FOR OUR LEADERS TO MENTOR AND DEVELOP JUNIOR PERSONNEL. THESE REQUIREMENTS WILL REMAIN IN EFFECT FOR THOSE COMMANDS NOT INVOLVED IN THE PILOT PROGRAM. COMMANDS ARE ALSO ENCOURAGED TO EXPAND THEIR USE OF IDPS TO INCLUDE ALL PARTS OF THEIR WORKFORCE AND ENSURE THAT COMPLETED IDPS ARE ENTERED INTO AND TRACKED BY TMT IAW REF (C). 6.
