R 201904Z NOV 12 ALCOAST 491/12 COMDTNOTE 5300 SUBJ: MCPO-CGRF FUNCTIONAL RESPONSIBILITIES, ASSIGNMENT PROCESS, AND TITLE CHANGE A. Title 14, United States Code, Section 53 B. Command Senior Enlisted Leader (CSEL) Program, COMDTINST 1306.1 (series) 1. In 1991, the Master Chief Petty Officer of the Coast Guard Reserve Force (MCPO-CGRF) was established to serve as the enlisted advisor and assistant to the COMDT (CG-R), Director of Reserve. In 2006, the Commandant realigned the MCPO-CGRF position to directly report to the Commandant. 2. In order to clarify the direct relationship between the MCPO-CGRF and the Director of Reserve (CG-13), the MCPO-CGRF position has been renamed the Coast Guard Reserve Force Master Chief (CGRF-MC) and reprogrammed to report to COMDT (CG-13) under the authority in refernce (a). 3. The CGRF-MC is a personal advisor to the Director of Reserve and Military Personnel (CG-13), Master Chief Petty Officer of the Coast Guard, Vice Commandant, and Commandant on all matters affecting the morale, work-life, and general well-being of Coast Guard Reserve enlisted personnel and their families. As the leading Reserve CSEL, the CGRF-MC leads and coordinates Reserve CSELs. The CGRF-MC communicates with field units directly and through Reserve CSELs. The CGRF-MC also serves as the Coast Guard representative to the Assistant Secretary of Defense for Reserve Affairs Senior Enlisted Advisor Council. The CGRF-MC reports to COMDT (CG-13) for program direction and administrative purposes. 4. The CGRF-MCs functional responsibilities, assignment process, and title change will be incorporated into the next change to reference (b). 5. Released by RADM Steven E.
