R 071529Z NOV 12 ALCOAST 474/12 COMDTNOTE 1650 SUBJ: WINNERS OF THE 2012 NAVAL ENGINEERING AWARDS 1. I am pleased to announce the recipients of the 2012 Naval Engineering Awards in recognition of their outstanding contributions to the Coast Guard Naval Engineering program. As in past years, the quality of candidates was incredible, clearly highlighting the talent of our technical professionals and the importance of this specialty to the Coast Guard. A. CAPT RICHARD D. POORE AWARD - MS. LISA KRYNICK, Deputy Product Line Manager, SFLC-Patrol Boat Product Line. Over the past 3 years, Ms. Krynick led the Propulsion Branch in SFLC Engineering Services Division and managed the small boat Central Engine Overhaul Program. She fielded the Honda Product Support Integrator (PSI) program by creating a unique partnership with industry where Coast Guard representatives worked onsite providing direct supply chain support to the fleet. She worked passionately to establish the Patrol Boat Product Line and dedicated herself to modernize support to its 114 cutters. She partnered with the Defense Logistics Agency to provide required parts faster and cheaper to the field by more efficiently stocking and managing government inventories and increasing the effectiveness of deploying remote inventories. Additionally, her dedication to developing the Naval Engineering workforce led to revamped training programs for Port Engineers and Product Line staff. Ms. Krynicks efforts standardized vital training and created a baseline of knowledge for Naval Engineers to support the fleet for years to come. B. PERRY AWARD - LT JEREMY A. KIME, Engineer Officer, CGC FORWARD (WMEC 911). LT Kime is a recognized leader among Engineer Officers. LT Kime led FORWARDs engineering department in completing a remarkable 99.3 percent of organizational-level preventive maintenance. Over this period, the engineering department under his leadership also repaired 117 equipment casualties and completed an additional 3,800 man-hours of corrective maintenance and repairs over and above PMS and CASREPs. Their due diligence and attention to detail enabled FORWARD to complete 216 days away from homeport during his first year onboard. LT Kimes meticulous oversight and coordination ensured flawless completion of 33 major work items during a prototype contracting effort for a 7 week dockside. He provided detailed feedback for specifications and lessons learned from this availability to document best practices for future availabilities. During FORWARDs African Maritime Law Enforcement Partnership deployment, he facilitated a rating exchange where 50 Guinean Navy personnel worked with FORWARD crewmembers in law enforcement and personal defense techniques, weapons maintenance, electrical system care, damage control, and engine maintenance. He also spent valuable time leading teams in renovating two rooms within the St. Victoria Teaching Hospitals diabetes ward and painted schoolhouses, repaired broken chairs, benches, and desks in four African nations. C. STABILE AWARD - EMCM JON C. JONES, Engineer Petty Officer, CGC MARIA BRAY (WLM 562). Displaying unparalleled expertise, EMCM Jones successfully troubleshot a persistent problem with the Main Propulsion Control Monitoring System (MPCMS) that had persisted for two years, personally grooming the console to restore the system to full operation. Exhibiting superior leadership, EMCM Jones meticulously developed, scheduled, and executed one emergency dockside availability and one scheduled dry-dock totaling over 1.2 million dollars. His due diligence and attention to detail limited change requests and ensured on time completion saving over 90,000 dollars. EMCM Jones efforts improved the entire WLM fleet by initiating three important Time Compliance Technical Orders (TCTOs) that were implemented fleet wide: removal of the constant tensioning system on the crane, upgrading the clutches on the Z-Drives, and upgrading the VR-6 voltage regulators on the ships generators. EMCM Jones is an active supporter and mentor within the Naval Engineering community and invests a significant part of his time training, and empowering junior engineers. D. LUCAS PLAQUE (ASHORE) - SFLC MEDIUM ENDURANCE CUTTER (MEC) PRODUCT LINE. The MEC Product Line has pioneered and led the logistics modernization efforts for major cutters. The MEC Product Line extensively employs major multi-million dollar Indefinite Delivery Indefinite Quantity contracts that dramatically cut CASREP cycle time, increase planning flexibility, speed contract awards, and improve responsiveness to the operational commanders requirements. In FY12, the numbers of MEC mission disabling CASREPs decreased by almost 30 percent, saving hundreds of lost cutter days. They accurately identified the fleet top mission-degraders, initiated configuration changes to address them, directed development and deployment plans, and met with partners to coordinate schedules producing 50 Engineering Changes to systems and equipment in the fleet. By taking on the added responsibility of contract oversight for the SFLC Port Engineer School, project management course and desk guide development, the MEC Product Line embraced and championed the command wide vision for ensuring all product lines employ the same processes. The MEC Product Line established an excellent rapport with operational partners at several complementary levels to ensure clear, unobstructed communication of expectations and the best possible support. E. LUCAS PLAQUE (AFLOAT) - CGC WAESCHE (WMSL 751) ENGINEERING DEPARTMENT. CGC WAESCHEs Engineering Department is the inaugural winner of the Lucas Plaque (Afloat). The department was critical to seamlessly transitioning the cutter from acquisition to sustainment. Through the hard work and dedication of the WAESCHE engineers, the cutter was well prepared for the first WMSL 5 month Out-of-Hemisphere (OOH) Cooperation Afloat Readiness and Training (CARAT) exercise. The crew was instrumental in developing a detailed WMSL OOH parts kit and foreign port maintenance plan, which ensured quick completion of critical maintenance and casualty repairs. During CARAT port calls, WAESCHE engineers bolstered international relations by providing exceptional hands on training and engineering support to the countries of Thailand, Indonesia, Malaysia, Philippines, and Singapore. As the first WMSL to complete a deperming evolution, they provided valuable lessons learned to the WMSL fleet. The engineering department members were also valuable members of boarding teams that discovered drugs on two small boats totaling over 25 million dollars in cocaine seized. During the cutters first Tailored Shipboard Training Availability, the crew scored an average of 96 percent. The teamwork, the commitment to training and mentoring, and operational successes are a testament to the professionalism and expertise of WAESHEs Engineering Department. 2.
