R 191440Z SEP 12 ALCOAST 418/12 COMDTNOTE 5351 SUBJ: DHS CORNERSTONE PROGRAM 1. Over the past several weeks, the Leadership and Professional Development Office (CG-133) received numerous inquiries seeking clarification of the newly mandated DHS Cornerstone Program training requirements. A major piece of the DHS Cornerstone training program is the annual requirement for supervisors of civilians to complete 12 hours of leader development and 12 hours of leader as a teacher or give-back. This ALCOAST details how the Coast Guard will capture the annual 12-12 requirements using the Coast Guard Learning Management System (LMS). 2. All first-line supervisors who were hired, or began an assignment as a supervisor of civilians, before 30 September 2011, must complete the Continuous Supervisory Leader Development requirement. This requirement is comprised of 12-hours of leader development training and 12-hours of leader as teacher give-back by 12 October 2012. 3. To fulfill the leader development training requirement, first-line supervisors may use any leadership training they completed during FY12. Examples include, but are not limited to: scholastic coursework on leadership and management, participating in leadership seminars, workshops, and conferences, reading leadership books, and attendance at leadership events, such as those held by the Treasury Executive Institute. First-line supervisors may complete this requirement using any combination of the preapproved DHS courses on Skillport. To meet the leader as teacher give-back requirement, first-line supervisors may use any combination of activities such as being a presenter on leadership topics, developing leadership training, and mentoring individuals outside their normal chain of command. 5. Over the course of the year many, if not all, of our first-line supervisors have met these continuous leadership development requirements in the performance of their duties, their lifelong learning efforts, and on-going professional development. 6. Once both requirements are met, first-line supervisors described in para 2 above must self-report their completion in the LMS using course code 502801, titled DHS Continuous Leader Development. Specific directions for accomplishing this can be found in the job aid at http://www.uscg.mil/leadership/courses/cornerstone(underscore)signoff .pdf. All training and self-reporting must be completed by 12OCT2012. To clarify, this "course" within the LMS has been set up to simply report completion of the annual requirement. This 5-minute process will enable us to view annual compliance of the supervisors 12-12 requirements at the Headquarters and field unit level using CGBI. 7.
